Call to order, 7:30 a.m. Ryan called the meeting to order. 07:31:40 AM II. Disclosures of Ex Parte Communication No disclosures of Ex Parte Communication. 07:31:53 AM III. Changes to the Agenda No changes to the Agenda. 07:32:08 AM IV. Approval of July 2015 minutes Ben Moved to approve the July 8th minutes. Kelly seconded the motion and it was approved unanimously. 07:32:44 AM Public Comment – Members of the audience or their agent may be invited to present testimony or evidence. To be recognized, each person desiring to give testimony or evidence shall step forward and, after being recognized, give their name and address for the record. The presiding officer may establish a time frame for each public comment but in no case shall such timeframe be less than three (3) minutes per speaker. The presiding officer may lengthen or shorten the time allotted for public testimony. No public comments- Ryan closed 07:33:15 AM I. Introduction of New PEO1- Sheryl Velishek Tom introduced Sheryl Velishek. She was in the military and has moved back to Bozeman. We plan to have her work the down town district. She has the personality that we want downtown. Sheryl expressed her appreciation of the job. 07:34:07 AM II. Surface Lot Design Update- Danielle Scharf, Sanderson Stewart Danielle gave an update on the new surface lot designs. The four lots that we will be working on are the Armory, North Willson, Carnegie, and the Eagles lots. The Armory lot will have twenty-five spots with the first concept. North Willson will have thirty-one spots. Carnegie lot will have a total of sixty-nine spots. The Eagles lot will have twenty-seven spots not counting the spots that the Eagles own. They are looking at putting in landscape materials that will be less maintenance for the city. They have also been looking at paving stones. It would cost $50-70 thousand more with the pavers in the smaller lots, but it would aid the storm water requirements. There will be light poles and sidewalks. They anticipate the Eagles lot to be the first one done. Ben L. asked if we can remove some of the islands to make more parking spots. Do we have a spot for the snow to go in the winter? Danielle responded that the plans do not have snow removal on it and they will have to look at that more closely. All the plans still need to have final revisions, final reports, deviation request on access spacing requirements, and an informal DRC review. Chris N. also asked if they can please look in to removal of the islands. We need to look at getting more spots into each lot. We need to resolve this sooner rather than later. He would also like to see the sidewalk that is between the cities property and Eagles property be a functional sidewalk. Lastly, he asked about what decisions had been made for lighting. Danielle stated that all the lights will be solar. Less maintenance and no money spent on them. Ben L. asked about storm water mitigation. Have plans been made for this or is it going to be a problem down the road? She stated the storm water will be treated on site. The storm water will drain into the trees and landscaping and can be treated right there on site. Cyndy Andrus questions if the weight of the cars and trucks would be an issue for the pavers? Don’t want to have to repair or replace them right after we put them in. The company they have inquired with has stated they will hold up. Chuck W. suggested that we should put this in the alley of City Hall to test the pavers and the storm water runoff. We do get a lot of cars and trucks down that alley. Heather Davis responded that she will look into this. She should be able to get an answer by the beginning of next week. We can see if we can put this in that alley and what all we would have to do for this to happen. 08:03:28 AM III. Comprehensive Parking Plan Presentation- Rick Williams Consulting Tom introduced Rick Williams, President, Owen Ronchelli, Vice-President, and Pete Collins, Senior Associate from Rick Williams Consulting. Rick W. stated that Rick Williams Consulting has been consulting since 1995. They focus on the main street approach to parking and parking management. They plan to dive into the 2014 data and make it a little more user friendly. There isn’t a lot of information on Main Street. They will prepare a more detailed report of data. The more data we get to more data we can give to the Bozeman Parking Commission. They want to be able to give you a 3, 5, and 10 years assessment of future parking needs. Heat maps review of parking polices and codes. The time line for all this information is expected to take about six months. They will have a total of 4 meetings with the potential for two additional ones. They expect to have the first tech memo in October. We don’t want to make a lot of decisions without knowing all the facts. Task 1: Analyze Parking Inventory and review past parking data. Task 2: Identify parking surplus/deficits Task 3: Review of parking policies and codes. Task 4: Determine future parking needs Task 5: Identify Parking efficiencies- Strategy Development Task 6: Future parking opportunities Task 7: Parking cost/ Future projections WWW.GOLYOD.ORG- Is a website that will give some great ideas of what they have done in the past. Chris stated that he feels they are just constantly reacting, he is anxious to be more proactive in the future. Kelly declared his concerned with the residents. What would be the impact to downtown if they enforce a parking district? What happens to the residents to the north? We need to focus on this right away before it becomes an even bigger problem. Ben L. added that we have a mix of retail, hotel, residents, and restaurants all trying to park in this odd shape parking. To find that new “thing “that will make a difference for years in downtown is huge to us. Ben B. affirmed that the decision for 2 free hours in the parking garage and on the street was a decision that was good at the time, but feels it has been long enough. The garage is being utilized. We need start to figure out something to help us make money for future repairs and development, not just break even. Chris- How much can we make from the Parking Garage? Without it being out of date in 6 months. 08:51:10 AM IV. Etha & 5 West update with presentation/discussion of mitigation plan. Tom informed the commission that the construction has not started yet. The Willson lot has been signed about the closer. They are still waiting on insurance. Chuck added that the insurance agreements and parking agreements are in place to protect the taxpayers. 5 West has been actively working with the city on these agreements. Tom stated that he has been involved with both companies. He has been walking around to business owners to let them know what’s going on. He can put signs up to help direct people into the Garage. Etha and 5 West still plan to have their employees park on the top floor of the parking garage. Pam suggested sending out an email, using the newspaper and radio both. She did not things signs can go up till the lots are closed. Chris state he would be working with Tom on direct outreach. When they know the start day they will be ready to react. They will keep the same logo that we have for everything else. Heather reminded them they are only allowed so many signs at a time, and agreed to help Tom with the signs. 09:10:33 AM V. New business Tom informed the commission that Duncan has sold their handheld programs. We might want to look into a new program all together. He also stated that he is looking to move the Black pay on foot machine (APM) inside the Parking Garage. The Tracy APM will not be up and running any time soon. Laurae reminded the commission that if prices were going to be changing in the lots or garage she would need those soon. Tom discussed a request from the Bozeman Police Department to lower the price of some of the tickets. They feel that if it was lower than they might write more. Some officers feel the prices are too high and choose to not write a ticket for that reason. He has one PEO employee waiting for the back ground to come back. And, he is still working on moving Tom McCardle to PEO II. He has talked to BPD about getting one of their older cars. 09:15:03 AM VI. Adjournment Ryan adjourned the meeting at 9:15 am. The next Bozeman Parking Commission meeting will be held October 8th, 2015 at 7:30am at City Hall. Bozeman Parking Commission meetings are open to all members of the public. We plan to be as nimble as possible working with the public and contractors to alleviate problems. Parking Study - Rick Williams Consulting will begin work on our parking study this week. Parking Employees – Sheryl Velishek has been hired as a PEO1. As you can see we have a lot of transient parking in the garage. Once construction starts at 5West or the Etha our statistics will change for sure and we will need to make sure we have space for the public to use. Ergo I would limit any additional leases until the end of construction. July of 2015 we made $7,699.25 in the garage.
