I. Call to order, 7:30 a.m.
Ben L called the meeting to order at 7:30a.m.
II. Approval of August 2013 minutes
Ben L asked for a motion to approve the August 2013 minutes. Pam motioned to approve the
August 2013 minutes. Ben B seconded. The motion was carried unanimously.
III. Public Comment— State name and address. Please limit comments to 3
minutes.
None.
IV. Manager's Report (info) — Including finance report
Scott said the Monthly financials were not yet available.
The parking garage revenue was down slightly compared to last year; however the entry numbers
reflected an increase.
Pam asked Scott why the revenue numbers were lower if the number of entries were higher
compared to last year. Scott stated more people are utilizing the garage,but the parking duration
is less, and usually departing within the 2 free hours. There could be other reasons behind
revenue numbers being lower in amount compared to the number of entries at the parking
garage.
Scott presented a handout to the BPC that has data derived from the parking garage software
system in regard to the parking garage usage. Ben B asked if the garage software has the
capability to tell the difference between someone who enters and parks on the general levels and
someone who uses the basement entry. Scott stated that yes, it can.
V. Long Term Parking Agreement— Bridger Park Garage (ACTION)
Rob Pertzbom, from Intrinsik, and Andy Holloran, developer of Block G, discussed their letter
about an additional long term parking agreement for the Bridger Park intermodal parking facility
for the multiuse complex they are designing for the northwest corner of Block G.
They are requesting a lease agreement for the remaining parking spaces needed to accommodate
the residents/commercial business employees of the "Block G" project or approx 40 spaces. Rob
stated that construction could start as early as January and finished within a year from now. 100
additional spaces are needed to accommodate enough parking for people who will either live or
work at the "clock G" buildings which include the hotel complex and the multiuse facility
located on the northwest corner of the property.
Ben B asked if we needed to consider that the roof will close in the winter, so we need to
subtract those spaces. Chris said the roof is hardly ever used; we don't need to subtract those
spaces because we would need to figure out how to plow the roof if necessary to accommodate
the demand.
Dennis asked is there a difference in where the spaces are going to be leased to (hotel or
office/residential). There might a shared parking agreement between their entities,but it would
be two separate leases- one per request based in the UDC requirements.
Pam said it is up to the BPC to set the parking permit rates for the garage tenants annually,which
the applicant would need to agree to,but they are eligible for any applicable discounts offered
via the discount policy. The BPC and the Parking Manager should be consistent to all who are
requesting spaces in the parking garage.
The motion would be to authorize the Parking Manager to negotiate an additional lease
agreement for the development group to meet their parking requirements. They need to identify
their maximum parking needs so that they are not coming to the BPC to seek additional spaces.
Ben L asked for a motion. Ben B motioned to approve the leasing of 40 spaces to Intrinsik
development group for the proposed Block G NW mixed use building. Dennis seconded the
motion. The motion was carried unanimously.

Ben L adjourned the meeting at 8:00 a.m. Aimee Brunckhorst arrived to complete the annual
ethics training for the Parking Commissioners.
