I. Call to order, 7:30 a.m.
Ben L called the meeting to order at 7:30 a.m.
II. Approval of August 8, 2012 and August 15, 2012 minutes
Chris
motioned to approve the August 8, 2012 & August 15, 2012 minutes. Tammy seconded the motion. The motion was carried unanimously.
III. Public Comment – State name and address. Please limit comments to 3 minutes.
Brian Caldwell was introduced to the BPC.
He has shared with Chris a proposal to improving
the downtown surface lots, specifically the Carnegie lot. Brian’s plan talks about different ideas and consistency in the redesign of this lot that could be carried forward to other
lots as well.
This plan includes these goals.
1. Work with the BPC to create a redesign for the lot(s). Then seek the funds for the redesign of the lot(s).
2. Recreate a
barrior in the alleyway that traffic could somehow drive through.
3. Redesign the inaccessible outdoor space to make it more accessible.
4. Provide security lighting. Look
into using the lights that would charge during the day, and light up at night.
Ben L asked that he and Scott meet and have this added as an agenda item next month.
IV. Manager’s
Report – Including finance report
Scott presented the finance report to the BPC. He reminded the BPC that these numbers are year to date figures.
The July numbers have been
corrected to reflect late expenses recorded. Insurance for the parking garage is taken out annually, and that hit this past month.
The citations numbers are lower because we currently
only have two parking officers.
Garage statistics for the month of July set new records. The amount of entries in the garage and revenues generated was at an all time high.
Permit sales for September will be lower, once the weather turns cold and the Holiday season takes effect, those numbers will increase.
Scott presented a graph to show where the
Garage numbers are in comparison to last year.
V. Second Floor office space sale (update)
Scott stated that this is on the City Commissions agenda for their September 24, 2012 meeting. This will be the first reading, if the
City Commission approves this than the BPC can move forward with the sale of this space.
VI. Garage floor crack repair bids (action)
Scott included the bid from Waterstop, Inc
for the crack repairs in the Garage. This bid is being presented to the BPC as the lowest one and he is asking for approval to proceed with accepting it. Scott did have two other bids
as well, per the purchasing policy, but both were higher. And, we have contracted with Waterstop, Inc. previously and found them to be a responsible vendor.
The total cost to fix
the cracks at the garage from Waterstop, Inc is $23,060.00.
Ben B, Chris and Scott all walked through the garage with the gentleman from Waterstop to show him the issues and help
him come up with the best solution.
Scott stated that it will cost $65.00 a square foot to tear out the Poly and Epoxy. It will cost $15.00 a square foot to fix the Repoly. To install
new curb poly that will cost $8.00 a square foot. Some of the cracks might not have to be fixed at this time; they might be able to wait until the spring of 2013.
A discussion
ensued about the cause of the cracks and the possibility that there could be a bad cable. Scott was directed to someone out in the Seattle area about the cables inside the parking garage.
These cables hold the garage together, they run North and South within the parking structure and if they are damaged it will cost approximately $5,000.00 to fix each set. Each set
has five cables in a single bundle.
Kelly asked Scott if he knows what caused the damage.
Scott stated that at this time he doesn’t know if it is damaged. He wants to get
someone to come to the garage and take a look.
Tammy asked where the funding is going to come from to fix everything at the garage.
Chris stated that we should have $20,000.00
set aside at this time from the TIF.
Ben L asked for a motion to accept the bid from Waterstop, Inc.
Tammy motioned to accept the bid from Waterstop, Inc and move forward with the repairs at the parking garage. Ben B seconded the motion. The motion was carried unanimously.
VII.
Parking Enforcement Officer Recruitment (update)
Scott, Laurae and Bob Coffin conducted interviews for the new parking officer position, and have made an offer to Daniel Toller.
At this time Scott is waiting for the background check to clear, and expects the new hire should start within approximately two weeks.
VIII. Starkey’s Exterior Revisions (action)
Starkey's
is requesting to add on a new canopy and a seasonal sun shade canopy to their outside dining area.
Scott presented two exhibits for the BPC to review.
Chris motioned to communicate
with the planning department that the BPC is in favor of the Starkey’s exterior revisions. Kelly seconded the motion. The motion was carried unanimously.
IX. Surface Parking Lot
maintenance (update)
The Rouse and S Willson lots will be closed September 13, 2012 for restriping. The N WIllson lot will be closed Friday September 14, 2012 so that it can be restriped
on Saturday. The Carnegie lot will be closed Friday September 28, 2012 and will be cleaned and resurfaced on September 29, 2012.
The first floor and first upper level of the parking
garage will be restriped in the near future as well.
Cyndy asked if the surface lots will be restriped to fit the parking code, or if they will just restripe over already existing
stripes.
Scott stated that for now they are going to restripe over the existing lines. The next time these lots need restriped, than they will be resurfaced first and then restriped
to follow the code.
Cyndy asked what the cost is for this work.
Chris said the Rouse lot will only cost one to two thousand dollars because it is a smaller lot. He doesn’t know how much exactly the bigger lots will cost.
Ben B mentioned to
Scott that the pedestrian entrances for the parking garage need some major cleaning. Scott said that he is looking into getting someone to power wash those areas. Chris mentioned to
Scott that he has a power washer that he could use if the City’s doesn’t work well.
Chris also mentioned that he will be cleaning up the pedestrian area where the city storage closet
is located.
X. New business
The BPC is going to meet with police Chief Ron Price, Lieutenant Mark Johnson and Sergeant Travis Munter about the potential transfer of the police
parking officer position to the purview of the Parking Commission Enterprise.
This will be a discussion item for the October agenda. This will change the Parking Commission Enterprise
scope from just patrolling parking in the three districts to citywide. A concern is this police parking position does not currently generate enough revenue to cover the payroll costs.
