HomeMy WebLinkAbout03-07-12 Parking Commission MinutesBozeman Parking Commission Meeting March 7, 2012 7:00 a.m. City Hall Commission Room Parking Commissioners in Attendance: Ben Lloyd Chris Naumann Pam Bryan Ben Bennett Tammy Hauer City Staff in Attendance: Paul Burns, Parking Manager Ashlie Portnell, Parking Clerk Laurae Clark, Treasurer Guests in Attendance: Tom McCardle Sean Becker Action Items: None. I. Call to order, 7:30 a.m. Ben L called the meeting to order at 7:30 a.m. II. Approval of February 2012 minutes Ben L asked for a motion to approve the February 8, 2012 minutes. Tammy motioned to approve the minutes, Ben B seconded the motion and it was carried unanimously. III. Public Comment – State name and address. Please limit comments to 3 minutes. None. IV. Manager’s Report – Including finance report Paul stated that at this time, there is no ruling on the trial that took place last month. The person in question obtained a service provider permit, which was used to park near campus to go to his classes. The defendant ignored the citations, the payment reminder notices, the boot letter and finally the vehicle was booted. He stated that he never received anything from the city indicating he had tickets or that a boot was going to be placed on his vehicle. Paul believes because of the lack of evidence, the judge will rule in the defendants favor. There is a crack on the first floor deck at the parking garage. Someone from Prugh and Lenon will be down to take photos. At this time the foundation cannot be fixed. It is too cold. Ethics training will be held on April 12th, 2012- for members of city boards and commissions. Paul mentioned that there will be a meeting later in March to discuss food trucks. Laurae said that Finance has been asked by a food truck vendor about using a downtown work permit that would allow food trucks to park on the curb all day for $10.00. Paul said he'll create a new policy that defines the use of those permits as only being issued for construction, cleaning or moving needs and not to be used for vending, retail or food service. Because the meeting was a week earlier than normal, not all the revenues and expenses for February have been posted. Paul has not heard from Mike McKenna about the office space at the garage. VI. Introduction of new CC liaison: Sean Becker Bozeman's new Mayor was introduced to the BPC. He will be the commission liaison to the BPC. V. Street Beat The parking officers are in need of a new car. Both cars are not working well. Paul said he is attempting to find a hand-me-down from a different department. Bob Coffin has requested a reduction in his hours. Paul has agreed, and during the discussion the BPC also agreed to the reduction in hours. Bob will now work Monday-Wednesday focusing on the downtown area. Dave Eubanks will still remain as part-time covering MSU and downtown, and Tom McCardle will stay at Tuesday-Wednesday in the MSU area and Thursday- Saturday downtown. VII. Downtown Update There will be a public meeting on March 6, 2012 in regards to the Rouse lot improvement plan. As of now the lot is not striped to code, Paul plans on restriping the lot as is. Paul will also talk with James Goehrung about the location of the Handicap spaces. Chris N will send the BPC the notes and handouts from the meeting on March 6. It is unknown at this time if the owner of the Eagles would be willing to sell us the property to improve the Rouse lot, or at least work with us to improve the lot. The different options that were presented will be posted on the City's website for anyone to view. Comments can also be posted on the site. The Armory property is now under contract with interest to put a hotel on that property. Due to a business relationship with the party, Pam has stated she will abstain from discussions on this project. Greg Sullivan has the RFQ for the Carnegie lot project. He would like to set up a meeting with the legal department that is representing the people who submitted the RFQ. IX. Introduction of new Compliance Officer: Tom McCardle (around 8:30) Bozeman's newest parking officer Tom McCardle was introduced to the commission. VIII. Parking study 2012 discussion Ben B mentioned that someone said the parking study was flawed. With only one study done at this time the BPC has nothing to compare it to. Because the first study was done when the blast site was still under construction, the numbers were not exact. The numbers that will be taken on the next study will be more on point because there is less construction going on at this time. If something were to happen, or a new business should move downtown, that could affect the study, but this will potentially happen every time a study is conducted. Paul stated that WTI is going to charge us $8,600.00 for the new study, with a 10% increase every two years after that. Does the BPC want to commit to that? Paul will talk with David from WTI. He will tell him exactly what the BPC is hoping to get from the study. We need new dwell times, trends, new locations and the dates of when the future studies will be conducted. The material needs to be something we can compare to the first study. X. New business Mayor Sean Becker asked the BPC to help come up with a solution of the parking issue over at the Bozeman Senior Center off Tamarack St. Chris N stated that the BPC needs to look at where their jurisdiction is before they could really be of any help. Paul announced that he will be retiring, effective June 8, 2012. Chris N asked if Paul will coordinate with HR to fill his position, and a hiring committee will need to be created. It would be nice to have someone hired prior to Paul's leaving so they could train with him. XI.
