L Call to order, 7:30 a.m.
Ben L called the meeting to order at 7:35 am
II. Approval of September 14, 2011, minutes
Tammy motioned to approve the September 14, 2011 minutes. Pam seconded the motion. The
motion was carried unanimously.
III. Public Comment, State name and address. Please limit comments to 3
minutes.
None.
IV. Manager's Report, Including finance report.
Jewelers Studio is going to have an ad at the parking garage.
The entrance signs stating "two hours free" have been installed at the garage.
Paul sprayed the weeds at the surface lots, but he stated it had no effect on them, which led him
to believe they are actually a shrub of some sort.
Paul and Lonnie swept the parking garage last month. This will be done twice a year,
There were two gates broken at the garage in one night, and one of them disappeared. In another
case someone broke a gate and the police were driving by just as it happened. That person had to
pay restitution.
Paul got an email from Chris Kukulski, City Manager, who received an email from a man who
wanted to thank the city for only giving him a warning ticket while he spent an afternoon
downtown. It was suggested that Paul forward this letter on to the Downtown Business
Association and the editor of the Bozeman Daily Chronicle. It would be nice for the public to
see something positive about parking downtown.
Paul presented the Finance report to the BPC. Summer is over, the numbers at the parking
garage have started to decline, however those numbers are still better than last September.
Parking citations are up from last year, even with the courtesy tickets that have been issued.
The BPC has not received any money from Alpha Graphics, our advertising contractor. They are
going to pay quarterly.
V. Street Beat
A gentleman received sixteen parking tickets in two days. He is currently appealing 12 of those
tickets. Paul said all appeals will be denied.
Paul received a phone call from a man who wanted to complain about a citation he has that was
sent to collections. It ended up that he wanted to complain about Bob Coffin, who is a parking
officer. The man stated that he has been watching Bob for quite some time, and recording him.
Bob stated he hasn't crossed paths with this gentleman, but knows that he has received other
citations from the other officers.
VI. Update on build out of upstairs office at garage
Paul made a request to Chris Kukulski for funding of$50,000.00. He will know more in the
future after the City Commission meets to determine future budgets. The BPC is still seeking a
tenant for the space at the parking garage. No build-out will occur without having a tenant
secured into that space.
VII. Update on Bozeman Creek Park(ing) Project
Ron Dingman, Dustin Johnson, Gary Wiener, Chris N and Paul got a statement from all the
contractors who are interested in this project. They have decided to go with Intrinsik Design.
They were given a few different options to choose from. Pam asked if there is going to be a time
for the public to comment on the project. Paul replied that there is going to be a survey taken
from the public in regards to the park(ing) project.
VIII. Update on Carnegie Lot/hotel RFP
Paul stated that the RFP was presented to the City Commission.
The City Commission had several corrections to the RFP, but for the most part the edits went
well. On October 24, 2011 Paul is going back in front of the City Commission to show them the
new product.
The North Carolina firm is still interested in building the hotel at the Carnegie lot. It was
suggested that there be a delay to the RFP for six months to a year.
Cyndy suggested that the BPC members attend the October 24, 2011 City Commission meeting.
It would benefit them to hear what the City Commission thinks in regards to the RFP, and
whether or not there truly is a higher and better purpose for the Carnegie lot.
IX. 2012 rate change? Monthly rates: $40 and $50, surface lots $35. 10%
off with full year purchase
Paul stated that if the BPC is going to change the rates for the surface lots that now is the time to
do it. If we change the rates after the New Year that would make things more difficult because
some people pay for the year up front.
Tammy asked if the 2011-2012 budget would allow for the increase in rates?
Chris N stated that as long as the finance reports shows the BPC is in the black then there is no
reason to raise the rates,we are still making good revenue.
Paul said one thing to consider is doing the bulk discount for the businesses or people who
purchase more than one permit at the garage. Perhaps a rate scale could be created? People or
Businesses that have 5 or more pay one rate and 10 or more would pay another rate. Right now
if someone pays for the year they get 10% taken off the total amount. Would we add an
additional discount to that? How do we keep this fair for everyone?
Chris N said this should just apply to the parking garage, not the surface lots.
It was stated this discount rate would be non-refundable. Paul will create the new application
and present it to the BPC at the November meeting.
X. October 24 CC meeting with ASMSU concerning overnight parking
downtown, Students seeking free alternatives to a drive home after night out.
Paul will meet with the Mayor and ASMSU in regards to the issue of college students drinking at
the bars downtown and then wanting to leave their cars where they parked them so they don't
drink and drive. A student came up with a few alternatives other than just parking in the garage
because that could get expensive. Paul stated that people who park in the surface lots have until
ten o'clock to get their vehicles. There are too many restrictions on Main Street for people to
just leave their vehicles overnight and wait until ten or so to come and get them.
The best alternative would be to have Streamline create an overnight route for those to drink in
the downtown area and cannot take their own vehicle home. It was suggested that these students
who have these concerns come to a Parking Commission Meeting and talk to the BPC.
The BPC would also create a flyer or something along those lines to give to the public about
rules for overnight parking on Main Street, the surface lots and the parking garage.
XI. Reminder — Montana Downtown Coalition Annual Conference, October
12-14
Paul printed seventy all day passes for the people who are here for the conference on October 12-
14, 2011.
Chris N said this conference rotates around the state so the next conference that will be held in
Bozeman could be in another six years from now.
XII. BPC 2011-2012 goals
Ben L said the BPC needs to make Cash-in-Lieu priority; Paul handed out the Cash-in-Lieu
material at the last BPC meeting.
Chris N and Ben L added a forth item on that handout: They will have a discussion at some
future date with Chris Saunders, Assistant Planning Director.
The parking handbook with the long term parking options and marketing plan also needs to be
discussed at some point.
Pam stated that a marketing plan for 2012 would be a good thing for the BPC to have. Ben B
suggested that the marketing committee get together next month. Paul mentioned creating a
facebook page.
Both people who were asked to join the BPC declined the offer. The BPC is on the search again
for new members.
XIII. New business
Ben L said another parking study should be done next summer. The study should be updated as
much as possible to keep all the information current.
