7:30 — Call to order
Pam called the meeting to order at 7:30am.
7:31 — 7:35 —Approval of February 9 minutes
Pam asked for approval of the February Minutes.
Chris N made a motion, Ben L seconded. The motioned was carried unanimously.
Public Comment— State name & address. Please limit comments to 3
minutes.
None.
7:40 — 8:00 — Manager's report
Revenue figures might have been on the conservative side. Projective revenue was bumped up
closer to $28,000.00 - $30,000.00.
Paul stated there will be a onetime cost coming up for the parking garage because the east side
elevator is currently not working, because there is only a one year warranty on the elevators, it
will cost roughly $6,400.00 per the estimate Paul got.
The estimate was more than he anticipated spending, especially this early on.
The money to fix the elevators will come from the Maintenance Expenditures fund.
Greg Sullivan has the Big Look contract again; he will review it a second time and once again
get it back to Paul.
Greg shared with Paul that there are many flaws and because of the amount of changes that were
made, it is no longer the same document the BPC received from Big Look.
It was suggested that a new contract be created again.
Chris P suggested giving Big Look a time frame to get the contract done, so that the ads could
make it out before the summer season starts.
The contract still needs to go in front of the City Commission as a consent item. Cyndi said she
would ask Mayor Krauss when the BPC could get this on the City Commission agenda.
Paul stated that Moose radio station has contacted him about doing an advertisement. He
suggested we double up with another company like Starkey's, or the Powder Horn.
The total cost for the ad would be $72.00.
Before this is considered, the BPC wants to see if there will be revenue made from the ad
campaign for the parking garage.
There were a total of 600 courtesy tickets issued in the month of February.
James Goehrung went out to get bids for the lights at the garage. The money to fix the lights will
come from grants;Natalie Meyer is working on this.
There was a walk through done with the people who are interested in fixing the lights.
Paul will be on vacation from March 10th through the 24th.
Ashlie, Laurae and Paul took a Q-Rep training class where they learned how to build reports
concerning parking.
8:00 — 8:10 — Budget report
The finance report shows the BPC is where they should be with both revenues and expenses.
The BPC is managing this budget well.
Revenue numbers were a little low for the month of February, because of software issues that
needed to be taken care o£
Paul will show a finance figures for the garage over a 24 month time period at the next BPC
meeting.
Pam suggested that the BPC come up with some goals they want to set for the parking garage IE:
revenues and expenditures.
8:10 — 8:15 —New business
None.
8:15 — 9:00 —Parking study presentation
Following the regular BPC meeting, the BPC invited the City Commission, City staff, and
members of the Downtown Business Partnership and TIF boards to attend a public presentation
of the Western Transportation Institute (WTI) 2011 Downtown Parking Study.
About 30 (?) people attended the presentation, including 2 members of the City Commission,
members of the city staff, downtown business owners and other interested people. The study was
presented by David Veneziano, PhD, a research scientist at WTI. Dave was the lead scientist on
the study. WTI is based at MSU, in the College of Engineering.
Chris Naumann introduced the presentation with a short explanation summarizing the
importance of the study which identifies the parking assets and uses in the downtown district and
takes a comprehensive look at not only types and amount of parking but also identifies how the
parking is being utilized. The Downtown Parking Study will be used by both the Parking
Commission and Downtown Partnership to inform future decisions about parking management
in the downtown district. Chris was clear that this is not a study that will simply gather dust on
the shelf! Chris noted that the BPC will issue a press release about the study, following this
presentation and placement of the study on Bozeman's website.
After his presentation, Dave answered a number of questions from the audience. One of the questions
concerned taking this study to the next level which would be to assign a value to a parking place. It was
discussed that value would be a function of location, as well as length of average stay on the parking
place.
A special thank you was given to the TIF Board for funding this study. In addition,the BPC thanked the
following individuals for their work in supporting this study and the invaluable assistance they provided
the staff from WTI: Jon Henderson of the City GIS office, Chris Saunders of the City Planning office and
Chris Naumann and Paul Burns.
An Executive Summary of the study is being included in these Minutes to reflect the key issues identified
in the study.
