Bozeman Parking Commission Meeting
August 11, 2010, 7:00 a.m.

parking flyer. He will present the changed product at the next meeting.
7:30 – Call to order
Chris N called the meeting to order at 7:30 am.
7:31 – 7:35 – Approval of October 13 minutes
Tammy motioned to approve the October 13 minutes, Ben B seconded the motion.
Minutes were approved unanimously.

7:40 – 7:55 – Manager’s report
The newest hire to the parking enforcement team; Megan Stewart, had a meeting about
the vehicle/bike auction, she was unable to attend Bozeman Parking Commission (BPC)
meeting. October 24, 2010 Paul pressure washed the ground level of the garage.
There is still no ruling on the Bruce Eiting trial. Bruce did go to City Hall to
pay all his fines, to keep his vehicle from getting sold at the auction. Paul will
go in front of the city commission to talk about changing the Municipal code that
will allow advertising in the garage. The BPC could have a three year contract with
Big Look. We estimate making about 40% projection the first year. The BPC will
need to talk to Big Look to make sure it’s negotiable on an annual basis. There is
no parking study information to report at this time. Paul will be doing some
training for MPEA (Montana Public Employee Association) sometime next week. Paul
handed out a lot rental rate schedule. The South Willson lot will not be rented out
on the weekends. He also presented a mock rental application. and will ad in #13 to
state: Weekends only, and #14 to state: All rental agreements will be at the
discretion of the parking manager. A discussion ensued about whether or not a
notice will be posted somehow letting the regular permit holders and general public
know the lot will be rented out on a specific weekend. It was suggested that the
regular permit holders could park on the street, if they had their permits visible
for parking enforcement to see. A column was added to the finance report comparing
last years revenue to this years revenue. Expenses are up, and so is the revenue.

January should show a big jump in both garage and surface lot sales.
7:55 – 8:20 – Courtesy ticket policy
A discussion ensued regarding the new courtesy ticket policy. Everyone is able to
receive one courtesy ticket as long as they have not received a ticket within the
last six months. The time frame for that could be changed if needed. The downtown
area is the only area this would take place at, and it would only be valid to give
if the violation is for overtime parking. The BPC will not be doing any kind of
advertising. The courtesy ticket policy will be presented again at the next meeting
in a more formal document.
8:25 – 8:35 – Data from first month of 2 hours free in garage
It has been a month now sense the rate change at the garage. Credit cards are being
used more; we do not have to balance out the APM machines as often now. Revenue per
transaction is down because people are staying less than two hours.
The parking garage has 173 pass holders, 6 of them did not renew for November,
however there are now fourteen new people who purchased a pass. Chris N suggested
putting together a survey for the permit holders to answer regarding the safety of
the garage.
8:35 – 8:55 – Marketing committee update
Ben B presented a new advertisement he created about the courtesy ticket. It was
agreed that option #2 would be better, keeping the verbiage simple, and not going
into details about parking rules and regulations. The courtesy ticket should state
that if the vehicle is not moved in a timely manner, the courtesy notice will then
be overlooked and an actual ticket will be issued. Ben B will make some
adjustments, and present it again at the next meeting. The marketing committee met,
and discussed putting together an ad campaign. What is the intention for an ad?
Will there only be the option to purchase a year pass? Could a seasonal pass be
purchased? A second flyer was presented to the BPC. The flyer explains all
parking locations the downtown area has. It also shows rates and explains the
"rolling rule" because so many are not aware of that rule. A rough draft of a
banner was presented by Ben B. The banner should be posted in the Black lot off
Mendenhall, and should be two sided so whether someone is driving or walking they
could see it. The banner is 2x3 feet in diameter, and the cost is $60.00 for each
sign.
8:55 – New business
A discussion ensued regarding formalizing the parking guidelines. The BPC will talk
more about this at a future meeting. Ben B stated he could come up with something
and email it out. He will cc the marketing committee, so they could make the final
decision. The guidelines could be out before Christmas.
9:00 – Adjournment
Chris N adjourned the meeting at 9:30 am.
