Chris Pope called the meeting to order. The minutes and EAL were discussed but there were a few
questions so the minutes will be approved at the December meeting.
0:02:24 7:35:39 7:45 – 8:00 -- Street Report and Garage Security – Rich McLane
Cheryl Sorenson is still ticketing on the streets and everything is going well. Saturday enforcement has
been going on for one month now. It has been a balanced approach. There is one full round of timed
parking that is completed. Rich noted that Cheryl has been noticing that the citizens on Saturdays seem
to be a little more hostile towards her.
Rich let everyone know that the officers will be adjusting enforcement for the holidays. It will be 90%
warnings and 10% tickets. Irving school and its parking situation during construction are a bit difficult
right now.
Rich and Paul Burns have been meeting to come up with a solution that will fit everyone’s needs in that
area. For enforcement the garage is being considered an extension of the street. All of the officers will
have AVI tags in their vehicles so that they are allowed to enter the garage whenever needed. Rich will
be watching the garage to see if and when crimes are occurring. The officers will be patrolling the garage
if needed and they will just have the garage as an extension of their normal routes.
0:14:31 7:35:41 7:35 – 7:45 -- Cash-in-lieu – Bordlemay/Allyson Bristor
Kirk Bordlemary presented his request for twp cash-in-lieu spaces for his property at 205 N Bozeman. He
has a mixed use building. There is a residence upstairs, and office on the main floor, and he recently
finished the basement which is now considered an apartment. Due to the change from his initial
request, the Planning Dept. is now requiring him to purchase two more cash-in-lieu spaces to come in to
compliance.
Larry proposed a motion to allow the spaces and Steve seconded. The motion was passed.
0:24:18 7:47:49 8:00 – 8:35 -- Garage Update/Schedule – James Goehrung/All
James had a meeting with Tony Martel at the end of last week. James would like to compliment
everyone from Martel on how there has been a lot of activity and a lot of people working at the site.
The sealant is going on the concrete right now. The striping has begun on the top floor as well.
Protection tech has come and they have begun installing the equipment. They will be here for one week.
The control room has to be sealed off to install their computer equipment and then they will return to
the garage in December to complete the installation, testing and training.
Tony Martel was introduced to discuss the garage completion date. The problem right now is the stair
towers. The majority of the parking garage will be done on December 5th, 2008. The exit loops have
been completed and they will finish up the sidewalks. On the map that he brought is a picture of the
alley and the garage itself. Northwestern Energy (NWE) is going to start the 17th of November. They
have to move the power lines up due to the stair well construction. Martel will continue to work on the
corners but due to the height of the power lines they will have to continue on the other side of the
garage and Martel will have to vacate the alley while NWE does their work.
The fence is going to be retracted so that they can encompass the retail space and open up Black again.
The goal is to begin paving the street on 11/17 and have it complete on 11/26. On this date the site
work and all of the sidewalks and curbs should be finished. The lease parking could open on 12/5. The
Building Dept would need to approve the opening of some of the garage before we would be allowed to
occupy it.
Friday of last week James got a bid package for the sings that need to go on the inside and outside of
the garage. James is working on getting that information out to the vendors.
James brought up the topic of the lot off of Black about possibly curbing the open exit space. The
commission decided that they would like to leave the exit open for traffic flow and to keep it the way
that it is at this time. Chris Nauman wanted to go on record as saying that they entrance from the black
lot needs to be considered due to the fact that the opening on that side will allow people to choose
between free parking and paying to go into the garage. He just wanted to express his concern.

1:15:16 8:39:56 1. Intercom
Paul wants to know who is going to be on the other end of the intercom when they need assistance at
the garage gates. There was a suggestion to have an answering service and there was the possibility that
we would leave the garage gates open at night. The intercom will be installed this week.
1:17:33 8:48:33 2. Trash receptacles
Paul believes that there should be 3 trash cans on every level--one at each exit. He thinks that there
would be about 15 cans total in the garage. He would like them to look like the trash cans that are
currently on Main Street. He got a quote for $750 per can. Chris Pope would like Paul to take a look as
some less expensive receptacles and to give us a range of some different types of cans for the next
Parking Commission meeting.
1:21:49 8:50:50 3. Electric Cars (locations, solar panels)
There is a woman that drives from Belgrade to Bozeman with an electric car and she would like a place
to be able to plug in her car at the garage. We want to encourage that movement but we need to have a
way to satisfy her need for an outlet. Chris Pope would like Paul to take a look at this option and to
come back to the commission with an option that would help her and what would have to happen to
allow this.
1:25:02 8:55:07 4. First week of operation volunteers
There is going to be a need for volunteers to assist at the garage with people at the gates and new
customers that might need some more information. A number of Commissioners said they would be
willing to help out. Chris Pope would like to know about the training for the equipment. We need to ask
Protection Tech for a copy on how to use the new machines that could be distributed to the volunteers
and customers.
1:29:40 8:58:19 8:45 – 8:55 – Marketing Committee – Chris/Steve
Chris, Paul and Steve have been meeting and they are coming up with a press release for the garage. It
introduces the garage, the technology and the location. It will also show the new signage of the garage.
We were hoping for the holiday start but due to delays it is looking like a later opening date. Chris Pope
will try to get this finished and get the press release out next week.
