Call to Order Chris Pope called the meeting to order at 7:37 a.m. 0:01:14 7:38:55 2. Approval of the September 11, 2008 Minutes and EALS Larry made a motion to approve the minutes and EAL. Pam seconded the motion. The motion carried. 0:04:43 7:42:25 3. Garage Update – James Goehrung The last of the tensioning is currently being done on the decks in the garage. There is still one pour left to do on the upper deck. The retail spaces have begun and James is working with the purchaser to see what needs to be discussed before they are completed. The masonry work will begin to pick up in the upcoming weeks. They will begin laying the block work followed by the elevators and windows for the facility. Paul and James have been talking about getting the operations committee together soon. There was some information gathered on custodian duties and they would like to have it discussed by the next parking commission meeting if possible. The BPC is still waiting for final signatures on the condo documents. 0:17:54 7:55:36 4. Street Report – Rich McLane Rich discussed the Auto view system and how we are marking vehicles that are receiving overtime parking tickets. He brought with him a picture of the vehicles that have been ticketed recently. He also noted the article in the paper today. It was a letter written to the editor about how the police are and are not doing their job. Rich will be communicating with the person who wrote the letter in the next coming week via a phone conversation. Rich also spoke about the downtown ticketing that Cheryl is doing on Saturdays. For the first 2 weeks she was just giving out warnings but now she is giving tickets and last week she gave out 22 violations. 8 of them were overtime violations and the other 14 were other types. Citations totals were in and this time last year the officers had written 11,200 total. As of right now we are at 11,000 and this is due to Officer Coffin being out for almost two months due to injury. Rich also noted that Gallatin Laundry will be keeping their parking the way it currently is. They might be relocating an entrance to satisfy some of the parking need but that will be done in the future. Chris Pope would like Paul Burns and Rich to get together about security in the garage. 0:31:04 8:08:45 6. Cash-in-lieu – Frank’s Catering (Doug Riley will attend our meeting) Doug Riley has been working with Franks Catering to get a final site plan for his business. Franks catering is deficient five parking spaces and has spoken to Laurae Clark about purchasing these spaces for $5,000 a piece. The recommendation from Doug is to have the parking commission approve those 5 spaces for Franks Catering. He brought with a map just to show the location of Franks Catering and where those 5 spaces will be located. Right now he has 3 spaces plus a handicapped space. He also has the 2 that back up to Babcock. Those can't be counted as spaces because of the way you would have to pull out onto the street and they are also considered his house spaces. Tammy made a motion to approve the sale of five spaces for Franks Catering. Pam seconded. The motion was approved. 0:49:14 8:26:55 5. Cash-in-lieu – Allyson Bristor Larry made a motion and Tammy seconded the one space to be added to 214 South Black Avenue. This address will be adding an apartment and losing one space so they are asking the commission to approve the addition of one cash in lieu space. The motion was approved. 0:49:14 0:58:57 8:36:38 7. Parking Report – Paul Burns Paul's report will be added to next month’s meeting. We did not get a chance to talk about most of his items. 0:59:07 8:36:48 a. Brochure Paul brought a flyer about the new garage opening. He spoke about a couple of options on getting it out for the public to see. He asked what it would cost to send this out by mail to the public as well. The floors of the Garage are going to be named after mountain peaks. The name of the Garage is going to be Bridger Park and the surface lots around the city are going to be named after the local rivers. Tammy made a motion to spend up to $1,000 to have someone complete the flyers and also to get them sent out.
