Chris Pope called the meeting to order.
0:00:51 7:35:59 3. District Signage Plan Review
Rob Pertzborn from Intrinsik presented the signage plan that he had been working on
. Rob brought a slideshow to show the progress, steps, narrowing focus, design concepts, and much
more. The new styles of signs were shown and of course a map of the new garage that everyone has
seen was shown. Rob mentioned that he met with both Chris Kulkuski and Debbie Arkell to help put the
signs together.
Chris Pope thought that the directional signs coming out of the garage might need some more
attention. Chris thinks we should have a meeting with Jon Vandelinder or Debbie Arkell to determine
the best possible direction to exit out of the garage.
Rob showed us some markers and the placement of the new signs for the buildings. There are quite a
few types of designs but we are going with the color blue, and hopefully a sage color will be the new
posts. There will be lot posts, lot signs, and signs on the light poles possible in the future. This would
then create the sign family that the city would see.
Chris Pope noted that for the signage plan on the building that there has been $8,000 spent on the
design. He stated that there is $22,000 left for the completion of the actual signs to be put on the
building.
Chris Pope called for a hand vote and the BPC gave rob the permission to go ahead with the signage
plan that he showed us today.
1:03:55 8:39:05 4. Condo Documents Review
Tom Anacker from Anacker Law Office came to discuss the condo documents. He is the one who
has prepared the condo agreement. This document is filed with the Secretary of State and it looks at the
definition of the facility, and how changes are made in the future.
Tom noted that a couple of things to be aware of are the limited and the common elements. The
general elements are ones that everyone has access to, such as dumpsters and items in the garage.
Limited areas are the ones for the retail spaces, such as in front of the businesses.
Tom discussed the condo form of ownership. The property is being submitted to the Montana
Property Act and in this case we are creating two units. The garage unit and the retail unit. The retail will
be sold to third parties. The garage is the parking area and the administrative area as well.
The real estate under the project is a general common element. The limited common elements are ones
that are used by more than one but not all. The exterior walls and the roofs will be limited elements
and they will be maintained by the owners. We will try to have a real separation of these spaces so
those people know what they have to take care of. The garage will be a parking structure, bathroom
facility, an office for the parking attendant, and used by the city staff. The retail unit will be subjected to
a further condo regime. The spaces will be sub-units within themselves and will be their own condo
association. When the garage has to deal with the unit then they will be dealing with just one voice.
The voting rights and maintenance responsibilities will be based on the square footage or the minimal
ideas in the condo documents. Tom mentioned that the retail units will be able to add a 2nd floor in the
future if they wish to do so. If this is done there can be no affect on the other spaces in a negative
manner. The units would have to follow all statutes that are located in the condo documents.
The retail locations have 22 spaces needed and would like to pay with cash-in-lieu. They will be
assessed the same fees as the general public and they have to follow the same rules that the public does
as well.
Tammy made a motion to approve the condo documents. It was seconded by Pam.
