Bozeman Parking Commission Meeting
June 19, 2008 at 7:30 a.m.

Chris Pope called the meeting to order.
0:04:54 7:38:47 2. Approval of the June 6, 2008 Minutes and EAL's
Larry made a motion to approve the minutes and the EAL's and was seconded by Chris. The BPC
minutes and the EAL's were approved.
0:04:54 9:01:32 Brief report from Rich Mclane
Rich reported on a couple of incidents that happened this week on the city streets.
0:14:59 3. Garage Update- James Goehrung
James mentioned that the garage timeline is a little bit behind because of the wet weather. The pour
that happened this week was located by the equipment so this made it a little more challenging and
took more time. After this pour the floor then should be level all the way across. James noted that there
were 12 men working this week.
James had what he hopes was the final meeting yesterday with the attorneys and the buyers. James
would like to know if anyone wants to speak to the attorneys or have them sit in on an upcoming
meeting. James also asked if the commission will give approval on the bathroom facility or if they would
like to sit down and talk more about it in the future. It was agreed to add a special meeting on
Wednesday, July 2, 2008 to review the condominium documents.
This meeting will be about the open, public and cash-in-lieu spaces. It also will go over the snow
removal, lawn care and maintenance on the building itself. There is a garage unit and a retail unit. The
garage has a 92% interest and the retail has a 7% interest in the building. The bylaws state a vote has to
be 100% for approval.
Chris Pope confirmed that he would like the BPC to review and approve all of these documents before it
goes to the City Commission for final approval.
0:30:50 7:44:32 4. Bicycle Racks- James Goehrung
With the new bicycle racks going into the garage, the recommendation is that bicycles are treated as
pedestrians and the owners will have to walk their bikes though the facility and lock them up properly.
There will be two doors for them to access to go into the garage. There will also be bike racks put up on
the outside of the garage as well, for those customers that do not want to go into the garage.
0:39:30 7:48:53 7. Parking Manager Interview Tools- Laurae Clark
Paul Burns excused himself for the remainder of the meeting, stating that he may be interested in
applying for this position and did not want to adversely affect his chances by being a part of any
discussions about the process.
For the new Parking Manager position there has not yet been a pay assigned to it. The class spec has
been turned in and is looking great. It has been sent to the committee so that a dollar figure can be
attached to it.
Chris Pope asked if the dollar amount applied to the position would be hard to change in the end.
Laurae answered that yes it is something that cannot be changed very easily. The approximate date for
the Parking Manager position to be advertised in the paper is June 29th. This advertisement will be run
for about 3 weeks. We will then have the interviews to start in mid to late July.

Lisa announced she will be renewing her seat on the commission as her term was scheduled to end on
June 30, 2008. Chris would like to sit down this fall and do some planning for the commission and have
a board development meeting.
Chris Pope wanted to let everyone know that the parking ticket incident with the funeral parlor did
disturb him and he thought that he should mention this so that we knew it was still on his mind. This
was talked about briefly and everyone spoke about how they felt.
Chris has been watching First Securities idea for their new parking lot. They are going to expose the
creek and do some green space. They will be losing some parking spaces but they have made it look a
lot better and there will be very nice landscaping done and additional green space with picnic tables.
With the bank making improvements to their side of the creek, the idea to have the City do the other
side and have them both done at the same time came up.
