Bozeman Parking Commission Meeting
March 22, 2007

Action Items:
Email changes to Matt in regards to the change in pricing for the garage-Katie
Check with Anna if spaces can be "reserved" for one person in particular with
federal funds.-Katie
Have James send an email if/when the contract will go out to bid.
0:06:31 [6:17:17] 1) Discussion points from March 8, 2007 meeting.
Chris Pope called the meeting to order and talked about the agenda and what needs to
happen for this meeting
0:10:26 [6:27:30] 2) Staying open until 10:00 p.m. Monday-Saturday-uniform hours.
Discussion was held in regards to the operating hours for the garage. Would it be worth
the cost to stay open until 10:00 p.m. on Friday and Saturday?
Discussion was held about staying open until 10:00 p.m. everyday.
It was the opinion of the Parking Commission to stay open from 8:00 a.m.-10:00 p.m.
Monday-Saturday with the garage being free on Sundays.
If someone goes to work at 7:00 a.m., and leaves at 3:00 p.m., how will that person be
charged for their time from 8:00 a.m.-3:00 p.m.? Will everyone going in have a ticket
even when it's "free", it will need to be addressed with Matt.
0:25:31 [6:33:52] 3) Charge more for permit holders in the garage than on surface lots.
$35.00 for permit holders
$45.00 for basement permit holders
Discussion was held about the pricing for the monthly permit holders in regards to the
different levels.
The price per level will be a key item for the basement. If a parking space is a guaranteed
spot, the basement may be able to be at a higher rate.
Possibly look at making the spaces a little larger to accommodate larger vehicles check
this with Matt to perhaps look at removing two spaces if it would increase the size of the
stalls. What other options are available to make the basement more desirable?

Advice is needed from Matt about having a uniform price of $35.00 for everyone how
would the numbers calculate out at this rate
0:46:47 [6:35:06] 4) $50/$20 for basement/rooftop
Discussion held about the rooftop rate being raised from $20.00 to $35.00 to keep it the
same as the other levels other than the basement which will be $45.00.
Who will be in charge of the enforcement of the building?
1:00:52 [6:37:53] 5) Raising other surface lot prices.
Discussion was held about the surface lot rates and what the best rate would be for them.
A general decision was made to not determine a price for the lots yet. The Parking
Commission will wait until the garage is done and see what the demand is going to be.
1:17:08 [6:52:45] 6) Operating reserve
Chris discussed briefly about the letter to Anna regarding information about going to the
TIF board and getting funds now to get the reserve fund started.
This will have to be tabled until future meetings when more information is known about
the garage.
1:17:47 [7:14:01] 7) Garage vs. lot rates and hourly rates.
Discussion was held about hourly rates for the garage. It was discussed to charge
.50/hour for the garage for transient parking with a maximum amount of $5.00 per day.
There will be no free time in the garage at all.
1:26:54 [7:17:48] 8) New/Old Business
Chris updated the Parking Commission with the meeting about signage earlier this week.
Steve updated the Commission about the Kenyon Noble lot for permit holders during the
construction of the garage. The lot right behind the Kenyon Noble building will be more
than adequate for the 55 spaces needed for the permit holders.
The transition plan is going to be the key item for the Parking Commission right now. A
contract will need to be done up by the legal/city managers department for the Kenyon
Noble lot.
Will there be any subsidizing for the permit holders during construction of the garage for
the inconveniences that will happen.
Have James send an email if/when the contract will go out to bid. It should be out to bid
by the next meeting on April 12, 2007.
Agenda items for the next meeting:
*Operating Reserve
*Signage Plan presentation
*James will present for the retail spaces and how everything will be working/operating
with that.
*Talk about surface parking rates for the next meeting.
*Transition plan for the next meeting-have an outline done for this
*Have signage consultants first on agenda
Chris would like the meeting to extend until 10:00 a.m. on April 12, 2007.
The meeting was adjourned at 9:00 a.m.
