Spain and Hjalmer Landoe. Harry Newlon was absent. The reading of the minutes of the previous meeting were waived. Open Bids for demolition of Building located at 24, 26, and 28 North Tracy Avenue This was the time and place set for opening bids for demolition of a building located at 24 North Tracy, 26 North Tracv and 28 North h / Tracy Avenue, previously occupied by Golden Krust Bakery, Audrey's Pizza Oven and North Side Market. The affidavit of publication for the "Call for Bids" was presented. The following bids were opened and read: Big Sky Sky Paving - Bozeman $15,825.00 Edsall Construction - Bozeman 28,975.00 Eldon Huffine - Gt. Falls 19,790.00 George Reiser - Bozeman 5,000.00 James Tallcott - Bozeman 24,480.00 It was moved by Harold Mueller, seconded by Louis Spain, that the bids be referred to the City engineer for tabulation and a recommendation to be made on Wednesday, July 25, 1979 at 9:30 o'clock a.m. The motion was unanimously passed This was the time and place set for opening bids for construction j 7 ) of parking lots at Tracy and Mendenhall; Tracy and Black; and Rouse and Babcock. The affidavit of publication for the "Call for Bids" was presented. The following bids were opened and read: Big Sky Paving - Bozeman $124,851.87 Long Construction - Bozeman 102,971.20 It was moved by Louis Spain, seconded by Harold Mueller, that the bids be referred to the City engineer for tabulation and a recommendation to be made on Wednesday, July 25, 1979 at 9:30 o'clock a.m. The motion was carried . . . . . Purchase of building occupied by Life of Montana - 28 North Black Ave The Parking Commission acknowledged receipt of a check in the amount of $200.00 and a check in the amount of $3,700.00 from Marler Auto Body Shop for the purchase of the building occupied by Life of Montana - 28 North Black Avenue. This constituted the full payment in the amount of $3,900.00 for the building. All obligations or liabilities in connection with moving the building will be the responsibility of Marler Auto Body Shop. The house must be { moved between August 14-17, 1979. A short discussion was held on vacating the Life of Montana building. Their new building will not be ready for occupancy until the first week in September. Mr. Marshall asked Mr. Landoe to discuss the situation with the City Attorney for a workable solution. There being no further business to come before the Parking Commission, the meeting was adjourned. Erna V. Harding, Recording Secretary MINUTES OF A SPECIAL MEETING i Of THE BOZEMAN PARKING COMMISSION 25 July, 1979 A special meeting of the Bozeman Parking Commission was held in the Commission Room, Municipal Building, Wednesday, July 25, 1979, at 9:30 o'clock a.m. Present were Acting Chairman Harry Newlon, Hjalmer Landoe and Harold Mueller. Louis A. Spain and Rod Marshall were absent. Consideration of bids for demolition of buildings located at 24, 26, and 28 North Tracy Avenue The Parking Commission was referred to the opening of bids for the demolition of a building located at 24 North Tracy, 26 North Tracy, and 28 North Tracy Avenue. The City Engineer having evaluated the bids, and the City Attorney having reviewed the evaluation, recommended that the bid be awarded to Big Sky Paving in the amount of $15,825.00 based upon their low bid equaling or exceeding the specifications as contained in the call for bids. Demolition contract must be completed August 20, 1979. It was moved by Mr. Mueller, seconded by Mr. Landoe, that the Commission accept the bid of Big Sky Paving contigent upon their signing the contract documents as prepared by the City Attorney. The motion was carried. Consideration of bids for paving of parking lots at Tracy and Mendenhall, Tracy and Black; and Rouse and Babcock. The Parking Commission was referred to the opening of bids for the paving construction at Tracy and Mendenhall, Tracy and Black, and Rouse and Babcock. The City Engineer having evaluated the bids, and the City Attorney having reviewed the evaluation, recommended that the bid be awarded to Long Construction in the amount of $101,171.20 based upon their low bid it meeting or exceeding the specifications as contained in the call for bids. It was moved by Mr. Landoe, seconded by Mr. Mueller, that the Parking Commission accept the bid of Long Construction Company in the amount of $102,971.20 less the exemption of $1,800.00 (Signs - Handi- capped Parking) , (Small Cars) , (One Way Areas) for a total of $101,171.20. The Construction is to be completed by October 1, 1979. The motion was carried. There being no further business to come before the Parking Comm- ission, the meeting was adjourned. Erna V. Harding, Recording Secretary c July 24 - 10:00 am at First National Bank July 26 - 9:30 am at City Offices complete minutes taken by Irna Harding (consideration of bids for demolition and paving) August 2 - 9:30 am In court re condensation of Stimson building August 9 - In court August 20 - Meeting at First National Bank August 22 - 1:30 pm Meeting with Ben Berg re condemnation August 24 - Lunch re condemnation August 27 - 4:00 pm September 6 - 9:00 am at First National Bank In attendance: Rod Marshall; Harry Newlon; Harold Mueller; L.A. Spain; and directors of Bozeman Downtown Development Association Directors of Downtown Development Association requested we meet with there to discuss plans for completion and use of off-street parking lots. Marshall and Newlon speaking for Parking Commission advised that lots at Tracy-Mendenhall and Black-Mendenhall would soon be ready for use and management by the Downtown Association, and that the lots on Rouse and Willson, and stalls in the alley, would be handled by monthly rentals by the Parking Commission. • 'a October 3 - In office of City Attorney, Bob Planalp <+ In attendance: Harry Newlon; Hjalmar Landoe; Harold Mueller, Bob Planalp; L.A. Spain; Jim Cummings of Thomas, Dean & Hoskins Purpose to meet with Cummings to hasten completion of grading and surfacing of parking lots at Tracy-Mendenhall, Black-Mendenhall and Babcock-Rouse lots. Also met earlier with Brian Marler who is removing Life of Montana Building which must be off the lot within 6 days or wait until after ground and new surface is hard frozen. Plans for landscaping, concrete curbs, and surfacing discussed in detail with Cummings - engineer employed by Parking Commission to manage demolition of buildings and construction of parking lots. October 5 - 8:30 an - At First National Bank In attendance: Harold Mueller; Harry Newlon; L. A. Spain. Newlon advised that we should prepare a summary of decisions for the year July 1, 1978 through June 30, 1979. We previously requested City Manager, Sam Gesko, to include an audit of the Parking Commission with the City Auditor. The following bills were received: i From Bob Planalp - $361.05 for review of parking bids, demolotion bids and drafts of Life of Montana contracts. From Ben E.Stanton - $406.25 for review and conference and appearance in court on condemnation suit. From Bob Planalp - $537.32 for filing complaint and judgment for eviction of tenant at North Side Market. From Bob Planalp - $175.00 for conferences regarding paving of lots and engineering. Motion was duly made to pay above bills. Motion duly made to write City Manager Gesko and Mayor Sedivy, advising that we have received no word from the City regarding our audit. Letter received from Bob Planalp regarding financial authorization for members. Resolved that any two members of the Bozeman Parkin; Commission may sign checks or make deposits. October 15 - 7:00 am - Holiday Inn In attendance: Mayor Sedivy; City Manager Sam Gesko: City Attorney Bob Planalp; City Finance Grant Marie; Harry Newlon; L.A. Spain Meeting held to hear from Bob Planalp regarding optional methods for financing the purchase of the Stimson Buildings on Mendenhall. It was agreed we would need to have more study of the plan and need to have approval of the City Commission. October 22 - 9:00 an - First National Bank In attendance: Rod Marshall; Harry Newlon;• Harold Mueller; Hjalmar Iandoe; L.A. Spain. First National Bank requested authorization for members of Parking Commission to make deposits and for any 2 members to sign checks. Authorized payment to Montana Power Company $1.59. Life of Montana requested refund of rent for second half of September $607.29. Motion duly passed to refund above. Buildings on Tracy Avenue previously housing Golden Crust Bakery, North Side Market. and Audrey's Pizza Oven were demolished prior to September 4, 1979, and the Gallatii County Assessor, Raymond White, was so advised and agreed to remove these buildings from the tax rolls. Building of Life of Montana Insurance Co. was moved from its foundation on Black Street on October 22, 1979. Plans were discussed to turn use of parking lots at Tracy-Mendenhall and Black-Mendenhall to the Downtown Development Assoc. for their management of customer parking. Plans were discussed regarding rental of parking stalls on lots at Rouse- Babcock, Willson-Babcock and spaces in the alley south of the library. It was agreed to advertize these stall spaces by newspaper at $10.00 per month, 2 months minirrnIIn for the above lots and at $15.00 per month for the alley stalls. Bob Planalp would be asked to draw up plans for leasing lots to the Downtown Development Assoc. Letter enclosed October 29 - 4:00 pm - First National Bank In attendance: Rod Marshall; Harry Newlon; Harold Mueller; L.A. Spain. Discussion regarding payment for Stimson property acquired by condemnation; could use $118,000.00 from SID plus income from Parking Commission, then use warrants to pay for improvements. Would also owe $1,860.00 for interest at 6% from August 21 to November 21, 1979, amount owing for Stimson property equals $155,000.00. Claims for 3 commissioners - Cook, Duncan and is $50.00 each. Motion duly made and passed to approve the use of approximately $40,000.00 of Parking Commission funds to supplement SID money to make the necessary sum for paying the Stimson condemnation of approximately $157,000,00. • -4 November 6 - 4:00 pm - First National Bank In attendance: Rod Marshall; Harry Newlon; Harold Mueller; L.A. Spain Discussion regarding completion of paving and striping of parking lots on Rouse, Black and alley south of library, and progress of paving on Tracy parking lot. Parking lots on Willson and Rouse plus the alley stalls south of library are to be rented monthly at $10.00, $10.00, and $15.00 respectively. Parking lots on Tracy and Black will be used for 2-hour parking, with nq charge to users. Harry Newlon will ask City to have meter maids patrol and check all stalls- both hourly and monthly lots. Discussion also had regarding development of an SID in the area between Babcock and Mendenhall, Rouse and Grand, to finance annual expenses of maintenance, snow removal, meter maids and to provide income replacing parking meters, which hopefully could be removed to provide free parking for customers on Main Street and in the Tracy and Black lots. i
