B. PUBLIC COMMENT
Limited to any public matter within the jurisdiction of the Bozeman Area Transportation
Coordinating Committee not on this agenda. Please limit your comments to three minutes.

Marilee Brown thanked Gallatin County, the Montana Department of Transportation, and the
City of Bozeman for working together in recent months on various projects, including the safety
concern addressed to the TCC and the Pedestrian and Traffic Safety Committee meetings by
Leslie Jackson during various projects to – Thank you for joint effort between Gallatin County,
City of Bozeman, and the Montana Department of Transportation.
Gallatin Alliance for Pathways – Build Planning Application for pathway between Bozeman and
Belgrade on Frontage Road. County supported application. MDT supported the project. Now we
can move forward on determining the costs, etc.
C. MINUTES – April 25, 2018
Jeff Ebert moves to approve the minutes with Ralph’s recommended change to update his title
from “District Engineer” to “District Administrator.” Minutes were approved.
E. SPECIAL PRESENTATION

F. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES
(Members of the TCC who sit on other related committees, are invited to report on such
activities that are of interest to the full TCC)
1. Transit Committee

Dan Martin mentioned that Streamline ridership is up 4%. More demand, less money. They are
seeing more demand in Park and Ride situations that will need to be addressed.
2. Gallatin County (Commission, Planning Board, Road Department)
Levi Ewan – chip seals start this week on S. 19th (done yesterday), Davis Lane, Cobb Hill,
Haggerty. Permitting for Bozeman Trail bridge replacement to include pedestrian facilities. Work
on replacing a bridge on Baxter Lane east. Weight limited. Change in truck traffic.
Planning/Coordinating Committee with County, City of Bozeman and City of Belgrade.
3. City of Bozeman (Commission, Planning Board, Engineering Department)

Rick Hixson gave an update on City project. S. 11th is almost complete with only the light
installation remaining. On Oak Street, only a chip seal and final striping remain. Baxter – 7th to
19th is ongoing. Baxter – Davis to 19th. Working on contracts. Tamarack is about to start. Baxter –
Ferguson to Cottonwood, chip seal and final striping. Chip sealing and maintenance to start next
week. S. Tracy is ongoing. Will be reopened from Story to College in August. Story to Babcock
will be constructed in the spring.
4. Bicycle Advisory Board
Jason mentioned that Headwaters Economics presented their report on the shared use path on
Frontage Road between Belgrade and Bozeman at BABAB’s June meeting. The board is also
working with the City on a Transportation Alternatives application.
Ralph – BUILD Grant – deadline has passed.
5. Pedestrian and Traffic Safety Committee

Ralph’s gave an update on Leslie Jackson’s request that improvements be made to her driveway
access from S. Church due to the occurrence of frequent accidents that occur at this location
and threaten her family and property. The PTS met with her and Levi Ewan and Sheriff Gookin,
John V. and Andy Kerr, Chief Crawford. Group is working together to solve the safety issues at
this location.
6. Montana Department of Transportation

Jeff Ebert shared MDT’s project. Finishing up Rouse Avenue project. Still working on moving
utilities on the next phase of the Rouse project between Oak and Main. Right-of-way has been
obtained. ADA upgrades for Bozeman and Livingston and the Belgrade South (Jackrabbit)
projects are ongoing and should be completed this construction season. The Huffine and Love
Lane signal and the Baxter and Love Lane roundabout will be constructed in 2019. The
Cottonwood and Stucky roundabout is under construction currently. Detours are in place. The
slope flattening Belgrade project to install turn lanes at the Mountain View subdivision has been
awarded to Riverside Construction. The 19th signal and Valley Center spur signal will be
constructed in 2019.
Ralph asked about the easements along Frontage for the slope flattening project. Jeff confirmed
that MDT had obtained the necessary easements. Ralph asked if the easements have been
obtained along the entire length of Frontage and Jeff believed they had.
7. Montana State University

EJ gave updates for Candace. Working on annual Road striping. Upgrading bike lanes to new 6”
standard. Widened sidewalk on the east side of 11th, 6” wide and added curb. Adding new
equipment to help with snow removal on ADA ramps.

G. OLD BUSINESS

H. NEW BUSINESS
George asked Dan about park and rides. He’d like to see one on 19th. Have we considered a
minimal charge to use bus transportation to start putting funding together for this. Dan – If we
take funding in, we love funding from the Feds.
David Kack – Federal funding is contingent on operating deficits. MSU pays in advance to
eliminate fares to students. Discussions to use parking lot at Fairgrounds to accommodate park
and ride. Ongoing discussion to create Urban Transportation District. Looking at levying a
property tax for transportation services.
