Regarding description of the action protested:
My wife and I are against the rezoning of the property listed on application number 18-438 from
R2 to R4 with the following Legal description: Tract 24 located in the W %of the W '/2 of the NE
'/4 of the SW 1/4of Section 11, Township 2 South,Range 5 East,P.M.M., City of Bozeman,
Gallatin County, Montana, 59715

My wife and I own the house and property at 109 Virginia Way,Bozeman, Montana 59715. The
description of our property is taken from the Gallatin County records:

The property in question is owned by Glen Haven Properties Inc. The change of zoning is under
application Number 18-438.

Regarding how this zoning change may affect our future:
We bought our 109 Virginia Way home in 2005 with the intention of making this our retirement
home sometime in the future. We checked on zoning, and all of the other things that go into
purchasing a home. The location is great and is close to shopping; the university;the downtown
and has a reasonably good view of the mountains and sunsets.
Changing the zoning from R2 to R4 puts are future plans into question. As we understand it R4
zoning applies to high density applications such as townhouses and apartments. We think going
from R2 to R3 fits in better with the neighborhood in all respects and is more desirable regarding
our retirement future and property value. Possible high density apartments tend to draw short
term folks such as students and others. We don't think these folks have a vested interest in the
future of Bozeman whereas we do.
We also understand this board decision is only about a zoning change with no mention of the
scope of the project. So it could be anything, but we think and assume that high density
apartments are planned because of the high cost of land, etc. We think that by now the property
owner has an idea of what is planned if the zoning change is truly granted.
By the way I retired from the State of Minnesota,Mn/DOT,where I helped designed roads and
highways. At one time our roadway design criteria showed minimum design values; maximum
design values and desirable design values. Desirable design values seemed to go out the window
as things such as right of way, politics and land values became the constraining criteria rather
than good design practices. We don't want to see this happen to the City of Bozeman, but we
already see it here and there throughout the City.
I also reviewed a city's 20 year comprehensive plan for compliance. Most of the time these plans
were good plans and addressed the future growth of the city, but this was not always the case. I
want the City of Bozeman to succeed rather than be constrained by politics and developer's
wishes that go against the future growth of the city.
