HomeMy WebLinkAbout11-01-18 Midtown URB minutes Page 1 of 5 APPROVED minutes from November 1, 2018 special board meeting voted on and approved during December 6, 2018 meeting held at the City Hall, Madison Room TO DO List: Everyone attend December 6 board meeting In attendance: David Fine, Susan Fraser, Carl Solvie, Scott Hedglin, Kevin Cook, Andrew Cetraro, Nolan Campbell at his first meeting, Valerie Wyman at her first meeting, Terry Cunningham, Bill Fogarty A. Call to Order – Andrew called the meeting at 4:30pm. He asked everyone to introduce themselves as we welcomed new board members Wyman and Campbell to the table. B. Changes to Agenda - None C. Public Comment - None D. Approve Minutes from September 2018 meeting Kevin motioned acceptance; Scott seconded the motion. All in favor. E.1. Action Item – Board response to draft, Neighborhood Conservation Overlay District David introduced topic and then turned over presentation to the Community Development department’s Chris Saunders. Discussion. B2M zoning tried to limit many layers of zoning. Chris noted Bozeman has had zoning in place since the 1930s. NCOD is in support of historic preservation and established neighborhoods. draft is currently out for public review. Questions and discussion began with “is N. 7th in or out of the NCOD?” to which Chris answered east side of N. 7th is currently within the overlay but not the west side of the street. discussion continued. Scott motioned the board write an opinion to commission on the impact of the NCOD to Midtown district. Carl seconded the motion that Midtown opt out of the NCOD. David said consultants included this as an option - see page 15 and 16 of draft for actual language to address (see Attachment A). Scott updated his motion to recommend Midtown opt out of NCOD and adjacency boundary line not to include any of Midtown District. Andrew asked if any other discussion? None. All in favor. Susan will draft memo (see Attachment B for first draft of memo). E.2. Action Item – upcoming projects, bonding, urban renewal project phasing asked the Board to provide him with direction on the following topics. Kevin Jacobsen with Morrison-Maierle joined the table to present on current project, Mendenhall to Beall. Still has not bidded out. With changes in MDT rules, maybe we revisit plans to include trees with vaults as would now be allowed. Discussion. Kevin then introduced Chris, landscape designer, to speak to enhanced tree installation with the stratavault system. Chris confirmed such infrastructure sets up a healthier environment for trees and increases their success rate. Discussion. Page 2 of 5 David then introduced topic of Midtown Action Plan. David referred to the next three years of projects he’d organized on the meeting room’s whiteboard. $6.15M in projects and we can bond at $6M. Discussion. Kevin Cook asked where is structured parking in the next few years. Discussion continued. Andrew noted he thought David’s thinking is sound and is in support of forecasting and going ahead with bonding. Susan agreed. Scott asked about the Ruh project on northwest corner of 7th @ Durston, speaking to ‘cadillac’ wants of city services such as fire making these projects not pencil out. Could these top-notch requirements be downgraded? David said project coming in high because located on corner so most of the work will be streetscape and sidewalk. Scott says he is seeing in his work such jobs being hindered with these required standards in city services. Scott went on to say his preference would be to get fire services on board with downgraded costs before we bond the district. Brit noted TIF districts get no special assistance in any realm of construction work. Discussion. Brit added projects will have to have public hearings once district is bonded and these hearing will provide a great time to ask commission to consider downgrading these ‘cadillac’ standards. Kevin Cook suggested doing such thru the deviation process. Kevin told David, and Carl agreed, that his logic in future projects/bonding is good. FYI none Adjournment Meeting adjourned at 6:05pm. We write today to give our support to the Alternative 1 Recommendation, found on page 15-16 of the October 23 2018 draft of the NCOD, specifically: • North 7th Street is all out of the NCOD, and the adjacency boundary line will not include any of the Midtown District. We appreciate the creation of the B2M zoning for our district and wish to maintain its streamlined design. Thank you for continuing to assist with alleviating blight.
