Res 4958, Adopt the 2019 City of Bozeman Legislative Agenda Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Andrea Surratt, City Manager SUBJECT: 2019 Legislative Agenda for the City of Bozeman MEETING DATE: November 26, 2018 AGENDA ITEM TYPE: Action RECOMMENDATION: Approve Resolution #4958 adopting the City of Bozeman Legislative Agenda for the 2019 Legislative Session BACKGROUND: The City of Bozeman develops a Legislative Agenda for each Session of the Montana Legislature. For the 2019 Legislative Session, the City of Bozeman entered into a contract with Aimee Grmoljez to represent the City as a Lobbyist. Staff will be working directly with Ms. Grmoljez throughout the session which begins Monday, January 7 and runs through May 1, 2019. https://leg.mt.gov/session/ Aimee Grmoljez is a Partner and leads the Helena Government Affairs and Litigation Departments and has experience as a trial attorney and director of government affairs for clients in areas of taxation, natural resources, healthcare, banking, tourism and non-profit. Since joining Crowley Fleck in 2009, Aimee’s principal areas of practice are government affairs and insurance defense litigation. She chairs the government affairs practice group at Crowley Fleck. The proposed 2019 Legislative Agenda of the City of Bozeman will follow the City’s Strategic Plan and keep focused on two primary legislative goals while remaining vigilant on other legislation that supports or negatively affects the vibrant community of Bozeman. Tax relief and supporting investments in critical infrastructure are two areas that the City of Bozeman remains focused on from the resolution passed in 2017 for the Legislative Session through this upcoming 2019 Legislative Session. We are committed to dual goals: 1) Lowering the tax burden on our property owners in order for Bozeman to remain affordable and 2) Increasing our investments in critical infrastructure to support our vibrant local economy. “User pay” taxes paid directly by visitors and tourists on the services and goods they use will be supported at the legislature to accomplish these dual goals. Therefore, the City of Bozeman’s Commission adopts the following priorities for the 2019 Legislative Session: 1. Support legislation to lower the tax burden on Bozeman residents and businesses; 242 2 2. Support legislation that increases investments in infrastructure critical to supporting our vibrant economy; 3. Support generally, the Montana League of Cities and Towns (MLCT) Legislative Resolutions (see attached); 4. Support generally, the attached Montana Infrastructure Coalition’s (MIC) Legislative Agendas (see attached). The proposed legislative agenda includes the Montana League of Cities and Towns (MLCT) Legislative Resolutions and the Montana Infrastructure Coalition’s (MIC) Legislative Agendas (see attached). I have been actively involved in creating both of their legislative priorities. In addition, each session hundreds of bills are introduced effecting local government. Dozens of those bills require city staff to be both proactive and reactive to their effects. We will work as a team with Aimee to further the Legislative Agenda of the City of Bozeman. WHEREAS, the City of Bozeman is invested in the work of the Montana Legislature as it relates to local government; and WHEREAS, the 66th Montana Legislature will begin session on January 7, 2019; and WHEREAS, the City of Bozeman is committed to two goals: 1) Lowering the tax burden on our property owners in order for Bozeman to remain affordable, and 2) Increasing our investments in critical infrastructure to support our vibrant local economy. “User pay” taxes paid directly by visitors and tourists on the services and goods they use will be supported at the legislature to accomplish these dual goals.
