Regarding the R4 rezoning request for the Rainbow Creek Apartments:
Dear Zoning Commissioners,
This speculative investor/developer has identified "the perfect storm" of vision without planning for attempting to
line his or her own pockets at the expense of the many local citizens in this Bozeman community.
Our "Bozeman Strategic Plan", Resolution 4852, was adopted on April 16th of this year. It has much needed vision
and prioritization for a strategic plan, but there is no plan yet!
There are 7 priorities specified in the plan. The top 3 are pertinent to this hearing and should be inherent in the
decision to deny this request.
#1: "Community Outreach"
Broad participation is meant to improve the process and resulting plan.
The many letters and voices of protest to this zoning request for high density in a low density community should not
only be considered, but acted upon. While we have been long on arguments, and short on proposals, we are trusting
you, our Zoning Commission to apply the principles of zoning in a collaborative, incremental strategy. A
collaborative incremental strategy would be reflected in a designation of R1 or R2 zoning for this property. If
increasing density is the goal, R2 zoning for this property would create a medium density district which would
demonstrate respect for the surrounding residential quality and nature of the area.
#2: "Affordable Housing" (which begs the question, "Affordable to who?")
While apartment buildings are known to increase density, apartments with unobstructed views surrounded by single
family homes and a large regional park will not meet the needs of an underserved population.
#3: "Planning and Land Use Initiatives"
The "Bozeman Strategic Plan" calls for "A Well-Panned City" -- one that will "consistently improve our
community's quality of life as it grows and changes, honoring our sense of place and the 'Bozeman feel' as we plan
for a liveable, affordable, more connected city." A zoning designation of R4 on this small plot within this context is
not good planning.
The only stakeholder that will benefit if this request is granted is the speculative investor.
