BACKGROUND: Properties located in the Midtown and Downtown Urban Renewal Districts predominantly discharge into the same sewer drainage basins. As a result, new development projects, inflow, and infiltration in the sewer system in Midtown will impact sewer flows in Downtown, and vice versa. Capacity limitations within this basin cause most new proposed developments to independently contract for flow monitoring to assess the impact of its project on the system. This process adds time and expense for each project and asks individual developers to repeatedly analyze similar issues. The Public Works Department is updating its sewer hydraulic model in a way that will assist infill projects throughout the study area, as well as assist with capital planning. In order to complete this work, the department requires additional survey data that was not included in the original data gathering. This Task Order is to obtain the additional data. UNRESOLVED ISSUES: None. 73 FISCAL EFFECTS: Funding for Task Order MID 19-001 would be split evenly between the Downtown Urban Renewal District and the Midtown Urban Renewal District. The lump sum cost of the task order is $1,975 ($987.50 each). This Task Order is dated November 26, 2018 between the City of Bozeman Economic Development Department and Sanderson Stewart (Contractor). The following representatives have been designated for the work performed under this Task Order: City: David Fine, Urban Renewal Program Manager Contractor: Danielle Scharf, Sanderson Stewart SCOPE OF WORK: The scope for this task order is detailed in the attached City of Bozeman Urban Renewal District Scope of Work – Task Order Number MID19-001. COMPENSATION: Sanderson Stewart will bill for its services on a lump sum basis with a project total of $1,975.00. Sanderson Stewart shall submit invoices to the City of Bozeman for work accomplished during each calendar month. The amount of each monthly invoice shall be determined on the “percentage of completion method” whereby Sanderson Stewart will estimate the percentage of the total work (provided on a lump sum basis) accomplished during the invoicing period. The provisions of the Professional Services Agreement shall govern the Work. IN WITNESS WHEREOF, the parties authorized to commit resources of the parties have executed this Task Order: City of Bozeman Sanderson Stewart Andrea Surratt, City Manager Danielle Scharf, Principal 75 Midtown and Downtown Urban Renewal Districts Scope of Work – Task Order No. MID19-001 Midtown and Downtown Sanitary Sewer Manhole Survey 11/13/18 Sanderson Stewart is pleased to provide this scope of work for surveying existing sewer manholes as requested by the City of Bozeman and HDR to assist HDR with updating the City’s sewer hydraulic model. A detailed scope of services for the project is outlined below and a map showing the proposed manholes to be surveyed is attached for reference. Scope of Work: Phase 1 – Project Management This phase of the project will include project initiation, scoping, contract preparation, phone calls with the City and HDR, and project management throughout the project. Phase 2 – Survey Sanitary Sewer Manholes Survey up to 10 existing sanitary sewer manholes in the Midtown and Downtown areas at locations provided by HDR as shown on the attached map. The survey will include manhole rim elevations, invert elevations, and pipe sizes of all pipes in the manhole with a hand drawn sketch of each manhole showing pipe locations, size and elevations. The survey will be tied to the vertical datum of NAVD 88. The survey information and sketches will be submitted to HDR electronically. Fees and Billing Arrangements: Midtown District Proposed Fees Phase Fee 1. Project Management $475 2.
