The fact that the property is not in the City limits and would need to be annexed into the City does not warrant the property as ‘infill’. By definition infill is the rededication of land in an urban environment, to new construction. The property is bordered on the south by Public Land Use, the west by a single family residence zoned Agriculture by the County, and on the north and east by R-1, single family lots. Therefore, the R-4 zoning is significantly different from the surrounding zoning. The Baxter/Ferguson/Flanders area is growing at an alarming rate creating a loss of bird and wildlife habitat and a loss of highly productive agriculture land. There are no “service functions” in or near Baxter Meadows, no public transportation options near Baxter Meadows which means everyone that lives in the area needs to drive to a supermarket and other commercial businesses, all of which are concentrated on 19th Street. Approving a R4 zone in an area that currently does not support it will only add to this burden. That’s poor planning. Approving the Rainbow Creek proposal would reflect a lack of foresight and attention to smart growth and I would like to encourage the City to be leading in this area, not approving annexation and high density zoning in an area that does not support it.
