D. 06:01:16 PM (00:03:09) Disclosure of Ex Parte Communication
E. Public Comment
06:01:21 PM (00:03:14) (Non-distinguishable name and address) A gentleman residing in the Bon Ton Historic
District commented that the consultants for the NCOD review were highly professional, did an excellent job of
soliciting public comment and that after reading the report, it was clear that they heard the public’s comments.
He also stated that the city will be better off if the Design Review Board and the Historic Preservation Advisory
Board take a quasi-judicial responsibility and that updating the Historic Inventory is very important as well.
F. Action Items
1) 06:06:28 PM (00:08:21) NCOD Review Project Update
Board Chair, Chelsea Holling provided a general status update of the NCOD Review project. Following, board
members worked around the dais to provide feedback regarding the draft report provided by the NCOD Review
consultants, BendonAdams.
06:09:33 PM (00:11:26) Historic Preservation Specialist, Phil Gonzalez, provided an update regarding the NCOD
Review Project status and schedule changes due to the NCOD Review draft not being complete.
06:12:55 PM (00:14:48) Deputy Mayor, Chris Mehl, explained the general public comment / input process
regarding this project. Following, Mehl responded to questions from board members and a general discussion
was held.
06:33:29 PM (00:35:22) Board members, Historic Preservation Specialist, Phil Gonzalez and Deputy Mayor Chris
Mehl discussed the success metrics referenced in the NCOD Review draft report as well as the upcoming
outreach event to be held at the Baxter Hotel Ballroom.
06:39:27 PM (00:41:20) Deputy Mayor Mehl responded to questions regarding how updated guidelines for the
NCOD would work with the Unified Development Code. Following, the group discussed a collaboration with
Planning Board in order to review the NCOD Review draft together. Commissioner Jeff Krauss commented that
he’d like to see the NCOD Review correspond with the updated Design Guidelines within the Unified
Development Code.
06:54:56 PM (00:56:49) Board members and Commissioner Krauss discussed potential recommendations from
the NCOD Consultants and what Commission action may follow. The group also discussed how the NCOD
Review will work with other guiding documents currently being updated within the city, such as the Downtown
Business Improvement Plan and Growth Policy (Community Plan).
07:04:02 PM (01:05:55) Historic Preservation Specialist, Phil Gonzalez, summarized the upcoming NCOD Review
schedule with the Consultants’ visit in November and shared his thoughts on the draft report. Afterward, the
group discussed the Strategic Plan and the desire to have Historic Preservation represented in that document.
2) 07:17:28 PM (01:19:21) Willson Project Update
Board Member, Crystal Alegria, provided an update regarding the Willson Project – board members discussed
working toward creating a historic district or designation for the properties designed by Architect, Fred Willson.
Members discussed methods to gather data to complete the list.
3) 07:26:33 PM (01:28:26) Retreat
Board members discussed holding a retreat on December 1st, 2018 and topics to discuss. Potential topics included
the Preservation Awards and the demolition process.
