Rosenberry also reviewed the process moving forward with the impact fee study update 1. 06:07:43 PM (00:08:41) City of Bozeman Fire/EMS Impact Fee Update Study (Tindale Oliver) Nilgün Kamp of Tindale Oliver explained that they use a consumption based methodology. This is a one time capital charge for new development to cover the cost of new capital facilities. Kamp continued to review the considerations for the Fire and EMS Impact Fees. 06:18:30 PM (00:19:28) Nilgun Kamp responded to questions from IFAC members. Question topics included level of service and how costs and fees were calculated. 06:36:07 PM (00:37:05) Committee member Randy Carpenter asked about the difference in fire impact fees for different sized homes. A general discussion followed regarding the trends found in the consultants’ data compared to previously provided data. Carpenter was concerned about the fees for homes with less square footage. 2. 06:49:36 PM (00:50:34) City of Bozeman Transportation Impact Fee Update Study (Tindale Oliver) Nilgun Kamp summarized the considerations that went into calculating fees for the Transportation Impact Fee Update Study. Kamp also reviewed the cost per person-mile of capacity. 07:00:41 PM (01:01:39) Tindale and Oliver consultants responded to questions from Committee members regarding the transportation impact fee calculations and associated costs. 3. 07:45:11 PM (01:46:09) City of Bozeman Wastewater Impact Fee Update Study & City of Bozeman Water Impact Fee Update Study (Tindale Oliver) Henry Thomas of Public Resources Management Group reviewed the process used to update the water/wastewater impact fees in order to recoup assets that are in service that have capacity to serve growth. Thomas explained that the purpose is to recover system costs shared by everyone and that State Law prohibits including assets that have a life of less than ten years. 08:10:40 PM (02:11:38) Consultant, Henry Thomas responded to questions from IFAC members and held a general discussion regarding different methods of calculating water/wastewater impact fees. 08:26:28 PM (02:27:26) Deputy Mayor Mehl requested three follow-up items to research regarding the Impact Fee Updates and discussed with Planner Chris Saunders and consultants whether these requests would fall under the current Impact Fee Update Study contract or whether they would require additional resources or research. Following, committee members held a general discussion regarding the different approaches and how to maintain consistency through growth in updating impact fees.
