GOVERNOR � = MONTANA ®� DEPARTMENT OF COMMERCE October 18, 2018 ('ate► r: �D ZZ Ranei Johnson-Scholler Accessible Space, Inc. 2550 University Ave,Suite 330N St. Paul, MN 55114 Re: Period of Affordability Monitoring Report,Spring Run Apartments, Contract#M03-SG3001-12 and M04- SG30001-12 Dear Ms.Johnson-Scholler, This letter serves as an official summary of on-site period of affordability (POA) monitoring compliance for the Montana Department of Commerce Home Investment Partnerships Program(HOME)Contract M03-SG3001-12 and M04SG30001-12 for the Spring Run Apartments project, an eighteen (18) unit apartment complex of which seventeen (17)units are HOME-assisted,located in Bozeman,and owned by and operated by Accessible Space, Inc., located in St Paul, Minnesota. This on-site monitoring visit satisfies the HOME requirement to monitor the assisted property every year for the twenty-year period of affordability which is set to expire September 25, 2027. On June 27, 2018, an on-site inspection of the property was conducted at 1325 North 151h Avenue, in Bozeman, MT and a desk audit was conducted by phone and using the secure State of Montana File Transfer Service, between Helena and St. Paul, to review HOME POA compliance. The program's goal is to assist and support the owner in its efforts to comply with applicable requirements and to successfully operate its project. Specifically,the monitoring addressed the following areas of property compliance: - Tenant income verification, - Review of source documentation for tenant income, - Affirmative Fair Housing Marketing Plan and documentation, - Fair Housing Poster, - Rent limits, - Tenant lease review, and - Inspection of the facility's site and a percentage of HOME-assisted units. All requested documentation was available for review, units were available for inspection,and no issues or concerns were identified. All HOME-related records must be retained for five (5) years past the end of the POA at the grantee's offices.
