The information presented in this report is intended to evaluate the safety and operational aspects of the transportation system in the area of the proposed development under existing conditions as well as with estimated impacts. Study recommendations and conclusions are intended to provide guidance with respect to the short- and long term function of the proposed site accesses and the area transportation system. Proposed Development Location The proposed BG Mill Building project is located in Bozeman, Gallatin County, Montana on Lot 1, Block 31 of the Amended Northern Pacific Addition to the City of Bozeman (Plat C-23-A11) situated in the northeast quarter of Section 7, Township 2 South, Range 6 East, Principal Meridian of Montana. Generally, the property is bordered by East Mendenhall Street to the north, North Broadway Avenue to the east, Montana Rail Link 2nd Sub Spur railroad tracks to the south, and the existing Ag Depot facility to the west. The site location is depicted in Figure 1 on the following page. Development Description The BG Mill Building project is proposed to consist of four one bedroom studio and six three bedroom apartment units as well as 20,039 square feet (ft2) of commercial office space. The development is estimated to generate a total of 290 average weekday trips as well as 37 weekday AM and 39 PM peak hour trips. There is one site access to East Mendenhall Street included with the proposed development. The preliminarily proposed site layout is shown in Figure 2 on page 3. Zoning Lot 1, Block 31 of the Amended Northern Pacific Addition to the City of Bozeman (Plat C-23-A11) is currently zoned B-3 (Residential High Density) under the City of Bozeman's zoning designation. As provided in the City of Bozeman Unified Development Code, "The intent of the B-3 central business district is to provide a central area for the community's business, government service, and cultural activities. Uses within this district should be appropriate to such a focal center with inappropriate uses being excluded. Figure 2: Preliminary Site Layout The City of Bozeman Unified Development Code further states, "It is the intent of [the B-3 central business] district to encourage high volume, pedestrian-oriented uses in ground floor space in the "core area" of the city's central business district, i.e., along Main Street from Grand to Rouse and to the alleys one-half block north and south from Main Street. Lower volume pedestrian uses such as professional offices may locate on ground floor space in the B-3 area outside the above-defined core." Development Horizon It is anticipated that the proposed BG Mill Building will be fully developed and occupied by the year 2020, assuming full buildout and occupancy. Area LExistin Study Area Area of Influence The transportation impacts from a development are largely dependent on its location and size as well as the characteristics of the surrounding transportation system. The significant impacts to the adjacent transportation system will generally be within a limited area from the site. The proposed BG Mill Building is not significantly large in size from a traffic generation standpoint, having fewer than 100 estimated trips during both the weekday AM and PM peak hours. Therefore, it is not anticipated that the development would have significant impacts beyond the proposed site access and key intersections within proximity to the proposed project. Study Area Land Use Presently, the proposed development is the site of the BG Feed Mill and an existing building. As stated previously, the site is bordered by East Mendenhall Street to the north. Across East Mendenhall Street is a mixture of commercial and residential properties. Also noted earlier, the existing Ag Depot facility is located to the west. Across North Broadway Avenue to the east is the existing Village Downtown residential development. Also across North Broadway to the southeast is an existing Town Pump convenience store with fuel pumps. To the south of the proposed BG Mill Building project across the railroad tracks are parking and existing buildings that include a mixture of retail and office uses. Site Accessibility Transportation Network The study area for the BG Mill Building development will focus on key intersections within proximity to the proposed site. Morrison Traffic Impact Study iiiiiiiii M i e r l e engineers surveyorss planners scientists BG Mill Building I Bozeman, Gallatin County, Montana Study Area Roadways East Mendenhall Street The site access to the BG Mill Building is proposed to and from East Mendenhall Street,which is classified as a local roadway adjacent to the site and as a minor arterial from North 11th Avenue to North Rouse Avenue by the Greater Bozeman Area Transportation Plan 2007 Update (Robert Peccia & Associates, October 2008) as well as the DRAFT Bozeman Transportation Master Plan(Robert Peccia &Associates, February 2017). East Mendenhall Street is a one-way roadway traveling westbound from its intersection with North Rouse Avenue to North 11th Avenue. Beginning at North Rouse Avenue, East Mendenhall Street is a two-lane roadway traveling east-west from that intersection east to its intersection with North Broadway Avenue where it changes to Village Downtown Boulevard. Adjacent to the proposed BG Mill Building, East Mendenhall Street has a top-back of curb to top-back of curb (TBC-TBC) width of approximately 40 feet. This includes a single travel lane in each direction and parking on each side of the roadway. The statutory speed limit is 25 mph. North Broadway Avenue North Broadway Avenue is classified as a collector roadway by the Greater Bozeman Area Transportation Plan 2007 Update (GBATP) as well as the DRAFT Bozeman Transportation Master Plan (Bozeman TMP). North Broadway Avenue is a two-lane roadway generally traveling northeast-southwest between East Main Street to the south of the proposed BG Mill Building northerly to Front Street and the Montana Rail Link railroad tracks corridor. Adjacent to the proposed development, North Broadway Avenue has a TBC-TBC width of approximately 42 feet.This includes a single travel lane in each direction and parking on each side of the roadway. Again, the statutory speed limit is 25 mph. Counts were conducted during the weekday, AM and PM peak periods on the dates noted below and are provided in Appendix B. Morrison Traffic Impact Study iiiiiiiii M i e r I e engineers surveyorss planners scientists BG Mill Building I Bozeman, Gallatin County, Montana Transit Service Streamline currently provides transit service to Belgrade, Bozeman, Four Corners, and MSU.This service is currently free for all passengers, which creates an incentive for transit ridership. Streamline offers two routes that currently provide service within the study area—the Redline Downtown route (which primarily serves the Montana State University campus, downtown Bozeman, the Gallatin Valley Mall, and Bozeman High School) and the Orangeline University route (which primarily serves the east areas of Bozeman, Montana State University campus, and Bozeman Health hospital as well as several transfer connections to other routes). Late night service is made available when Montana State University (MSU) is in session by Streamline Thursday through Saturday, with both the Upstream route (stops at North Wallace Avenue as well as North Rouse Avenue) and Downtown route (stop at North Rouse Avenue) along East Main Street within the study area. Pedestrians & Bicyclists Trails & Sidewalks The proposed BG Mill Building project is in relatively close proximity to the Burke Park Trail that lies to the south across East Main Street near Lindley Park (shown in Figure 1 on page 2). This trail connects to the Gallagator Trail that connects the Montana State University campus to downtown Bozeman. A proposed extension of the existing Northside / Village Trail as a shared use path is identified in the Bozeman TMP; however, this has not been formally adopted as of the date of this study. Sidewalks do not currently exist on the south side of East Mendenhall Street adjacent to the proposed development; however, they are located along the north side. Sidewalks are provided on both sides of North Broadway Avenue. Bicycle Facilities As identified in the Bozeman TMP, East Mendenhall Street is currently a designated bicycle route from North Rouse Avenue west to North 11th Avenue. Although still in review at the time of this study, the Bozeman TMP recommends North Wallace Avenue as a shared roadway and North Broadway Avenue as a bicycle boulevard. As stated in the Bozeman TMP, "Bicycle boulevards are streets that are comfortable for most bicyclists to ride on due to low motorized traffic volumes and speeds. They are designed to give bicycle travel priority. Bicycle boulevards are designated with signs, pavement markings, and wayfinding elements. Additionally, they create safe, convenient bicycle crossings of busy arterial streets. If necessary, they can also employ speed or volume management techniques to keep them comfortable for bicyclists by reducing speeds and cut-through traffic." 9 Traffic Impact Study N■ Morrison BG Mill Building I Bozeman, Gallatin County, Montana eniiiiiiiiiSUfMs leer-entlsts Projected Traffic Site Traffic Devel o ptM Tr['ip,,G'. Trip generation is a measure or forecast of the number of trips that begin or end at the development site. The traffic generated is a function of the extent and type of proposed development. This study utilized trip generation rates found in Trip Generation, 9th Edition published by the Institute of Transportation Engineers (ITE)for estimating average vehicle trip ends based on Land Use Code 220—Apartment and Land Use Code 710—General Office Building. Trip ends are defined as a single or one-directional travel movement with either the origin or the destination of the trip inside the study site. For the apartment land use, dwelling units was used to estimate trip generation. For the office land use, 1,000 ftZ of gross floor area was used to estimate trip generation. Because the number of proposed apartment units for the BG Mill Building project is outside the average number of dwelling units listed in Trip Generation, 9th Edition, an average rate was developed from the published rates based on the most comparable number of dwelling units for which data was indicated. The average rates used in this study are slightly higher than the published ITE average rates. Likewise, because the gross floor area for the proposed commercial office space within the BG Mill Building is substantially less than the averages found in Trip Generation, 9th Edition the average trip generation rates were utilized for this study as opposed to the fitted curve equations. The estimated trip generation for the proposed BG Mill Building development is provided in Table 1 below. Analyses are summarized in Appendix C. Morrison Traffic Impact Study Iiiiiiiii M i e r l e engineers surveyors Planners scientists BG Mill Building I Bozeman, Gallatin County, Montana As shown in Table 1 on the previous page, the proposed BG Mill Building development generates an estimated primary purpose trips of 290 average weekday as well as average weekday, AM and PM peak hour volumes of 37 and 39 vehicles, respectively. Primary purpose trips are those where the site is the primary origin or destination, which result in new trips on the roadway system. Additionally, although transit and non-motorized uses are estimated to comprise a portion of trips generated by the proposed BG Mill Building no reductions have been made to the estimated trip generation. This was done in order to maintain a level of conservatism for the analyses. Development Trip Distribution Trip distribution and assignment is the process of identifying the probable destinations, directions, and traffic routes that development related traffic will likely affect. The estimated traffic generated by the development must be distributed and assigned in order to analyze the impacts on the roadway system and intersections within the study area. Various methods are available for estimating trip distribution, including the analogy, trip distribution model, area of influence, origin-destination (O-D), and surrogate data methods. This study utilizes a combination of the analogy method, which bases the trip distribution on existing travel patterns in the area and the area of influence method that assumes trips will originate or terminate within a given area. The primary trip distribution for the proposed BG Mill Building is shown in Figure 6 on the following page. Modal Split Modal split refers to how the total number of person trips are divided amongst the various means of travel such as automobile (both single occupant and carpool), walking, biking, or transit. In most instances, the automobile is the primary means of travel. However, the other means of travel may account for a portion of the trips generated by a site. Only vehicular trips have been included in the analyses for the proposed development. As stated previously, this was done in order to maintain a level of conservatism for the analyses. Vehicular trips can be further identified as primary purpose, pass-by, diverted, and internal trips. Primary purpose trips have been defined previously. Pass-by trips are those that result from traffic passing on an adjacent roadway that enters the site and then exits, resuming travel in the same direction. As defined in Transportation and Land Development, 2nd Edition (Stover and Koepke, 2002), diverted trips are those that enter and exit a site that are diverted from a route other than the one to which the site has access. These can be both trips diverted from an adjacent route as well as those diverted from another route not adjacent to the site. Internal trips are those that begin and end within the site but do not affect the adjacent roadways. It involves determining the volume of traffic and its movements along the roadway system and at area intersections. At a minimum, trip assignment must also consider route choice, how the existing transportation system functions, and travel times to and from the site. The resulting traffic assignment for the proposed BG Mill Building development at the study area intersections is shown in Figure 7 on the following page. 12 ®. Morrison Traffic Impact Study III. These requirements define the required minimum number of vehicle and bicycle parking spaces. The parking requirements for the proposed development are shown in Table 2 below. Non-Site Traffic Method of Projection In order to more accurately reflect the potential impacts from development generated traffic it is necessary to develop an estimate of non-site related traffic growth during the analysis period. Three primary means are typically used to estimate growth of non-site generated traffic, including the build-up method, the use of transportation plans or models, as well as the trends or growth rate method. The build-up method takes into account traffic growth due to approved or anticipated to be approved developments in the study area. Transportation plans or models typically provide estimates for traffic volumes for approximately 20 years into the future. The model volumes are usually provided for average weekday traffic, but can be converted to peak hour volumes including turning movements. However, the conversions can produce results that do not accurately reflect real-world conditions. The trends or growth rate method involves evaluating the historic traffic growth rates within a study area. In determining average annual growth rates(AAGR) in traffic volumes for the transportation network, data was evaluated for growth trends from the year 2005 to 2017. The estimated AAGR determined between those years was found to be approximately 3.0%, which was applied to 2017 current daily traffic within the project study area. Estimated 2020 background traffic volumes are shown Figure 8 on the following page. Total Traffic Site-generated traffic from the proposed BG Mill Building development for full build-out conditions was combined with the estimated 2020 background traffic volumes to establish the estimated 2020 total traffic volumes that were used in the impact analyses. Estimated 2020 total traffic at the study area intersections is shown in Figure 9 on page 17. Transportation Methodologies This section documents the methodologies and assumptions used to conduct the traffic impact analyses for the proposed BG Mill Building. Study methodology and analyses are based on ITE's Recommended Practices for Transportation Impact Analyses for Site Development. These analyses are used to determine the project's conformance with City of Bozeman policies and evaluate whether the proposed development's impacts are perceptible to the average driver. Control delay is defined as the total elapsed time from when a vehicle stops at the end of a queue to the time the vehicle departs from the stop line. The total elapsed time includes the time required for the vehicle to travel from the last-in-queue position to the first-in-queue position, including deceleration of vehicles from the free flow speed to the speed of vehicles in the queue. Appendix A lists the delay/LOS criteria listed in the Highway Capacity Manual 2010(HCM) published by the Transportation Research Board (TRB). Two-Way Stop-Controlled(TWSC) Intersections Two-way stop-controlled (TWSC) intersection capacity and level of service analyses were performed using Highway Capacity Software 2010 TWSC Version 6.80 (HCS) developed and maintained by the McTrans Center at the University of Florida. TWSC intersection analyses are based on Chapter 19 of the HCM. The HCM methodology for evaluating TWSC intersections is based on gap acceptance and conflicting traffic for vehicles stopped on the minor street approaches. The critical gap (or minimum acceptable gap) is defined as the minimum time interval in the major street traffic stream that allows entry for one minor street vehicle. Average control delay and LOS for the "worst approach" are reported. Level of service is not defined for the intersection as a whole. Capacity & Level of Service Capacity and level of service analyses were performed for the study area intersections for 2017 current daily traffic volumes (shown in Figure 5 on page 8), estimated 2020 background traffic volumes (shown in Figure 8 on page 16), and estimated 2020 total traffic volumes (shown in Figure 9 on page 17). Evaluations were performed using the existing geometry and traffic control at each of the study area intersections to determine estimated capacity and level of service. The analyses are summarized in the tables on the following pages and detailed results are included in Appendix D. Need for Any Improvements Per the UDC for the City of Bozeman, "all arterial and collector streets and intersections with arterial and collector streets shall operate at a minimum level of service "C" unless specifically exempted". The UDC additionally states, "A development shall be approved only if the LOS requirements are met in the design year, which shall be a minimum of 15 years following the development application review or construction of mitigation measures if mitigation measures are required to maintain LOS. Transit Service Transit service is presently available within the study area and route stops are provided on East Main Street during weekdays within relatively close proximity to the proposed BG Mill Building development at the Bozeman Public Library as well as East Main Street and its intersections with North Wallace Avenue as well as North Rouse Avenue. Pullouts are not currently provided at either location for transit vehicles. Pedestrian & Bicyclist Connectivity Trails & Sidewalks Burke Park Trail that lies to the south across East Main Street near Lindley Park is in relatively close proximity to the proposed BG Mill Building project.This trail connects to the Gallagator Trail that connects the Montana State University campus to downtown Bozeman. A proposed extension of the existing Northside / Village Trail as a shared use path is identified in the Bozeman TMP; however, this has not been formally adopted as of the date of this study. Each of these trails provide non-motorized connectivity options to primary destination points within the City of Bozeman. Sidewalks do not currently exist on the south side of East Mendenhall Street adjacent to the proposed development; however, they are located along the north side. Sidewalks are provided on both sides of North Broadway Avenue. Bicycle Facilities As identified in the Bozeman TMP, East Mendenhall Street is currently a designated bicycle route from North Rouse Avenue west to North 11th Avenue. Although still in review at the time of this study, the Bozeman TMP recommends North Wallace Avenue as a shared roadway and North Broadway Avenue as a bicycle boulevard. 21 Traffic Impact Study .. Analysis of trip generation estimates and traffic operations reveal that the proposed BG Mill Building development will have minimal impact on the area transportation system. Based on the analyses included herein, the following are recommended as appropriate: Site Accessibility ❑ Driveway should be installed in accordance with the City of Bozeman's design standards ❑ Driveway and internal drive aisles should be designed for the appropriate vehicles that may access the facility, including emergency and solid waste vehicles. ❑ Adequate sight distance must be preserved at driveways, internal intersections, and crosswalks for driver, pedestrian, and bicyclist safety in accordance with City of Bozeman and American Association of State Highway and Transportation Officials(AASHTO)standards. Pedestrian & Bicyclist Connectivity With the development of the BG Mill Building project, the following are recommended for pedestrian and bicyclist connectivity: ❑ The missing sidewalks adjacent to the proposed BG Mill Building property along East Mendenhall Street and limited portions of North Broadway Avenue should be included with the proposed improvements for the development. ❑ Sidewalks should be provided within the development, as proposed, providing connections to the adjacent sidewalks along East Mendenhall Street and North Broadway Avenue.
