MEETING DATE: October 22, 2018 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the Task Order. BACKGROUND: The Midtown Action Plan (2017) identifies numerous infrastructure deficiencies within the Midtown Urban Renewal District. The plan notes several deficiencies on 8th Avenue between Villard St. and Beall St. The current street does not meet the local street standard and or fully connect Villard St. and Beall St. In addition, the aging water and sewer infrastructure does not support adjacent new development along the Midtown corridor as called for in the Plan (p. 47). The fieldwork elements in this task order include the survey, base mapping, and geotechnical work that precede final design. If appropriate, District would commence final design of this infrastructure through a future task order. UNRESOLVED ISSUES: None. FISCAL EFFECTS: Funding for Task Order 9 would come from Professional Services funds included in the FY19 Work Plan and Budget for the Midtown Urban Renewal District. The work will be billed on a lump sum basis with a project total of $10,000. ATTACHMENTS: Task Order No. 9

SCOPE OF WORK:
The scope for Task Order No. 9 is detailed in the attached Midtown Urban Renewal District
Scope of Work – Task Order No. 9 8th Avenue Street and Utility Improvements (Villard Street to
Beall Street) – Fieldwork Only 10/9/2018.
COMPENSATION:
Sanderson Stewart will bill for its services on a lump sum basis with a project total of $10,000.
Sanderson Stewart shall submit invoices to the Client for work accomplished during each
calendar month. The amount of each monthly invoice shall be determined on the “percentage
of completion method” whereby Sanderson Stewart will estimate the percentage of the total
work (provided on a lump sum basis) accomplished during the invoicing period.
The provisions of the Professional Services Agreement shall govern the Work.

Midtown Urban Renewal District
Scope of Work – Task Order No. 9
8th Avenue Street and Utility Improvements (Villard Street to Beall Street) – Fieldwork Only

Sanderson Stewart is pleased to provide this scope of work for the fieldwork needed for the future design of
street and utility improvements on 8th Avenue from Villard to Beall. This work is to be done as a part of the
Midtown Urban Renewal District term contract for architectural and engineering services.
We understand the project will eventually include construction of a new local street on 8th Avenue from Villard
Street to Beall Street. It is anticipated that the existing street width south of Beall Street will be matched and
sidewalk will be included on both sides of the street. It will also include a new 8-inch water main connection
along the same length, replacement of the existing 12-inch sewer main, and new storm drain improvements.
This task order includes the fieldwork (topographic survey and Geotech) needed for the eventual design of
these improvements, which will be under a separate task order. A detailed list of assumptions and scope of
services for the project are outlined below.
Scope of Work:
Phase 1 - Project Initiation
This phase of the project will include project initiation and planning tasks, including scoping, contract
preparation, and meetings with the City of Bozeman. All project management tasks and client meetings beyond
project initiation will be allocated to the remaining project phases.
Phase 2 - Topographic Survey and Base Mapping
A detailed topographic survey of the project area will be conducted, including pre-survey utility locates, setting
control as needed, and a corner search to establish right-of-way. Sanderson Stewart will search for up to ten
(10) property corners within the project vicinity to establish the right-of-way along both sides of 8th Avenue.
Base drawings will be prepared in Autocad format following the completion of the topographic survey, and
additional pick-up topo will be conducted as needed throughout the duration of the project. Public and private
utilities will be located prior to the survey via one-call for inclusion in the base drawings and measure downs
will be completed at all existing water valves, sewer and storm drain manholes within the survey area.
Phase 3 - Geotechnical Analysis
Soils and pavement design evaluations will be conducted and recommendations for the roadway surfacing
section will be prepared by a sub-consultant to Sanderson Stewart. It is anticipated that two soil borings would

be adequate within the area planned for street improvements along 8th Avenue. This phase will include a
geotechnical report summarizing the findings that will be submitted for City review.
The following items are not expected to be needed for this project and are therefore specifically excluded from
this scope of work:
• Preliminary and final design services
• Lighting and traffic signal design
• Stormwater Pollution Prevention Plan (SWPPP) permit
• Right-of-way coordination
• Wetland permitting and mitigation
• Erosion control plans
• Landscape and irrigation plans
• Construction administration, bidding and inspection services
• Construction staking
• Bidding and construction services
If needed, these items will be added as a separate task order or contract amendment.
Fees and Billing Arrangements:

Project Schedule:
The anticipated schedule for this project consists of the final design deliverable within 6 weeks of notice to
proceed.
