F. Action Items 1. 06:11:15 PM (00:08:27) Presentation / Discussion with Marty Matsen, Community Development Director Director of Community Development, Marty Matsen discussed the Neighborhood Conservation Overlay District (NCOD) and the Unified Development Code (UDC) and which document takes precedence when reviewing a project. Matsen provided a brief history of how the NCOD came about and it’s relation to the UDC. Matsen clarified that even though the NCOD acts as a guideline, the language is written in a manner that requires certain provisions. He also clarified that there are sections in the UDC which require compliance with the NCOD in order to receive approval. 06:19:30 PM (00:16:42) Matsen shared that they will be asking the NCOD consultant to move anything that should be a regulation, not a guideline, to the UDC in order to better regulate. He also stated that they will be working on clearer definitions for things like ‘neighborhood’ and ‘character’ during the review. 06:30:55 PM (00:28:07) Director Matsen responded to board member questions. A general discussion followed. 2. 06:48:16 PM (00:45:28) NCOD Project- Board Goals (Discussion) Historic Preservation Specialist, Phil Gonzalez, provided a brief overview of the upcoming events surrounding the NCOD Review. Gonzalez asked board members to discuss the items they’d like to discuss with the NCOD Review consultant. 06:52:13 PM (00:49:25) Board members discussed a goal to determine what information they’re responsible for reviewing within the NCOD. Chair, Jennifer Dunn, stated that she would like to see the board advise more on relevant projects. Following, board members held a discussion on ways they can be more involved in reviews concerning historic properties. 07:01:29 PM (00:58:41) Other goals that were discussed included better definition of neighborhoods and their character and stronger language in the NCOD or regulating language moved to another document to help enforcement. 07:33:49 PM (01:31:01) Public Comment: John Worth (709 S. Tracy), Vice Chairman of the SCAN committee, voiced his excitement for the NCOD Review and asked to be involved in the process. 3. Inventory Update (Discussion)  Properties Inside Historic Districts  Properties Outside Historic Districts 07:10:06 PM (01:07:18) Preservation Specialist, Phil Gonzalez shared some GIS information which shows the location of roughly 350 historic properties that have not been surveyed within the NCOD. Following, board members discussed the role of the NCOD Review consultant and what is open to change during the process. 07:19:28 PM (01:16:40) Kate Hampton answered a question regarding the likelihood of creating a new historic district.
