1. Update from Affordable Housing Program Manager Matt Madsen.
a. 08:03:04 AM (00:01:53) Affordable Housing Update (RFP & Survey update).
b. 08:05:32 AM (00:04:21) Affordable Housing Ordinance short-term fix follow up.
c. 08:06:46 AM (00:05:35) Initial discussion regarding what does success look like for
Affordable Housing in the City of Bozeman
08:02:56 AM (00:01:46) Affordable Housing Program Manager, Matt Madsen provided a brief update regarding
the Affordable Housing Needs Assessment RFP, edits to the Affordable Housing Ordinance short-term rewrite.
08:15:16 AM (00:14:05) Board members held a general discussion regarding reducing the required affordable
home list price to 70% of AMI from the current 80% AMI requirement.
08:17:20 AM (00:16:10) Board member Greg Stratton raised the issue of inconsistent appraisals on the
affordable homes. He noted that this will result in participants having to repay very different amounts.
Following, the group discussed the issue and possible solutions.
08:28:44 AM (00:27:34) Affordable Housing Program Manager, Matt Madsen, weighed in on the issues
surrounding inconsistent appraisals and voiced that it is a larger issue than the short term fix.
08:32:34 AM (00:31:23) Commissioner Cunningham commented on how helpful it is to the process that they
have affordable homes moving through the program to help anticipate future issues and adjust when necessary.
08:35:31 AM (00:34:20) Madsen continued his overview of the Affordable Housing Ordinance edits and asked
CAHAB members to email comments directly.
08:38:17 AM (00:37:06) Madsen finished his update by asking the group what success in Affordable Housing
looks like.

1. 08:43:37 AM (00:42:26) Effect of Impact Fee Updates on Affordable Housing. (Thane)
Board member, Kevin Thane, discussed his concerns regarding the Impact Fee Study update and the effect it
could have on Affordable Housing.
2. 08:47:32 AM (00:46:21) Discussion of procedure for properly communicating
recommendations from CAHAB which involve City staff resources. (Thane)
Thane asked for a regular process for CAHAB to communicate to the Commission to receive help directing city
staff. Commissioner Cunningham responded by explaining that the Strategic Plan process has demonstrated that
there is limited staff time to allocate for projects and that any new requests take away from current allocated
time to move the Strategic Plan forward. Cunningham stated that he would discuss these issues with the other
Commissioners and City Management.
3. 08:53:32 AM (00:52:22) Affordable Housing Ideas (Thane)
Thane stated that the ideas listed below are general ideas which he’d like to have on the agenda for general
discussion and consideration.
a. Require anyone who demolishes existing dwelling units in order to replace them with higher-end
units to provide an equal number of dwelling units to replace the ones removed at a cost or rent
equal to the cost or rent of the units being removed. Optionally, a fewer number of units at a
proportionately lower cost or rent may be provided.
b. Tap the bed tax fund, the rationale being that low income folks provide the labor for hotels and
motels and other segments of the tourist industry
c. Provide a TIF incentive or similar to employers who provide affordable housing for their
employees.
d. Property tax exemption for affordable rental properties (Do through land trust?)
4. 08:56:39 AM (00:55:29) Discussion of whether to request that the City Commission require
that Affordable Housing Plans be reviewed by CAHAB
Board members and city staff discussed the role of CAHAB in reviewing projects which include affordable
housing.
5. 09:03:25 AM (01:02:14) Discuss the possibility of having a presentation at a future CAHAB
meeting by Tracy Menuez from HRDC and CAHAB’s Real Estate Financing Representative
to provide details regarding how housing assistance applicants are qualified, what
funding is available to them, how sources of down payment assistance are prioritized
and provided, and factors that affect the mortgage payment that the buyers obtain.
