Action Items 1. 08:06:58 AM (00:05:32) Discussion of Application for Low Income Housing Tax Credits (LIHTC) for “Timber Ridge” project. (Menuez) Tracy Menuez of HRDC provided a brief overview of the project. HRDC is requesting $776,000 in tax credits for a 40 unit development. The project is also requesting $50,000 from the City of Bozeman for assistance. 08:10:28 AM (00:09:02) Menuez answered questions from board members regarding the project being discussed. A general discussion followed. 08:28:11 AM (00:26:46) Director of Community Development, Martin Matsen and Board members discussed how to present CAHAB’s recommendation for this project and the process to have it added as an item on the City Commission Agenda as an action or consent item. 08:29:58 AM (00:28:32) Public Comment Opportunity 08:30:12 AM (00:28:46) MOTION for CAHAB to go on the record in support of a $50,000 contribution to the Timber Ridge project that would come from the City’s affordable Housing fund 08:30:52 AM (00:29:27) MOTION SECONDED 08:31:06 AM (00:29:40) VOTE: All in Favor – Motion Carries Unanimously 2. 08:31:33 AM (00:30:07) Vote to approve some updates to the CAHAB-endorsed proposed changes to the affordable Housing Ordinance (Thane) Board member Kevin Thane presented some proposed changes to the Affordable Housing Ordinance. 08:34:45 AM (00:33:20) MOTION to strike item #5 under Section 38.43.060 which allowed a provision that the affordable housing ordinance provision would be met by producing an average density of ten dwelling units per acre or greater. 08:37:12 AM (00:35:47) Discussion 08:38:19 AM (00:36:54) MOTION SECONDED: David Magistrelli 08:38:35 AM (00:37:09) VOTE: All in Favor – Motion Carries Unanimously 08:38:49 AM (00:37:23) MOTION to clarify a 22-25% figure for the cost of land when building a lower priced home. Thane proposes removing the range of 22-25% and only reference 25%. 08:39:55 AM (00:38:30) MOTION SECONDED: Greg Stratton 08:39:50 AM (00:38:24) VOTE: All in Favor – Motion Carries 08:40:16 AM (00:38:50) Thane reviewed a section of the Affordable Housing Ordinance and proposed some changes regarding household occupancy assumptions in order to increase the assumed occupancy per bedroom. (Page 9, subsection 38.43.070c) 08:45:25 AM (00:44:00) MOTION to replace the numbers on section 38.43.070c, numbers 2, 3 and 4: Item 2 currently reads: A one bedroom unit, AMI for a one person household to change to a two person household. Item 3 currently reads: A two bedroom unit, AMI for a two person household changed to three bedroom household; Item 4 currently reads: A three bedroom household, AMI would be based on a three person household changed to a four person household: Kevin Thane 08:46:39 AM (00:45:14) MOTION SECONDED 08:46:50 AM (00:45:24) VOTE: All in Favor – Motion Carries. 3. 08:47:24 AM (00:45:58) Create a plan for being part of the Affordable Housing discussion scheduled on the City Commission’s May 14th agenda. (Thane) a. Discussion and Adoption of guiding principles that CAHAB would like the City Commission to direct staff to follow when rewriting or drafting future Affordable Housing Ordinances. Board Member Thane read a letter to the City Commission requesting to participate in the “development and implementation of policies that address the provision of affordable housing.” 08:52:31 AM (00:51:06) Director Matsen explained that in September of last year, there was a discussion on a Commission agenda with the ordinance going mandatory where they requested support in Affordable Housing. An update was to be provided 6 months later. Matsen continued to explain that the action item before the Commissions on May 14th is an update stemming from work that was done last September and is an opportunity for the new Affordable Housing Program Manager to provide an update on the program in general. 09:01:04 AM (00:59:38) Public Comment Opportunity: Amy Ferrance (410 N. Willson) commented that she felt that the city and the board are not on the same page. Amy supported the board reaching out to the Commission to request more involvement. 09:02:21 AM (01:00:56) Ellen Beck (393 Yarro Trail) of Gallatin Real Estate voiced concern that neither the Gallatin Association of Realtors (GAR) nor the Chamber of Commerce has been included in the letter to the Commission requesting to be more involved in the activities regarding Affordable Housing within the City. 09:04:04 AM (01:02:39) MOTION to submit to the City Commission, today, for inclusion in the packet for the May 14th meeting. MOTION SECONDED 09:04:33 AM (01:03:08) Discussion – Board members held a general discussion regarding the motion and the public comment received. 09:12:54 AM (01:11:28) Director Matsen provided some clarification as to Matt Madsen’s work as the new Affordable Housing Program Manager. A general discussion followed regarding improving communication between the Affordable Housing Program Manager and CAHAB. 09:28:50 AM (01:27:25) VOTE: All in Favor – Motion Carries F. 09:31:40 AM (01:30:14) Non-Action Items Continued until next meeting 1. Affordable Housing Ideas (Thane) a. Require anyone who demolishes existing dwelling units in order to replace them with higher-end units to provide an equal number of dwelling units to replace the ones removed at a cost or rent equal to the cost or rent of the units being removed. Optionally, a fewer number of units at a proportionately lower cost or rent may be provided. b. Tap the bed tax fund, the rationale being that low income folks provide the labor for hotels and motels and other segments of the tourist industry c. Provide a TIF incentive or similar to employers who provide affordable housing for their employees. d. Property tax exemption for affordable rental properties (Do through land trust?) 2. Discussion of whether to request that the City Commission require that Affordable Housing Plans be reviewed by CAHAB 3. Discuss the possibility of having a presentation at a future CAHAB meeting by Ken from HRDC and CAHAB’s Brooke Anderson to provide details regarding how housing assistance applicants are qualified, what funding is available to them, how sources of down payment assistance are prioritized and provided, and factors that affect the mortgage payment that the buyers obtain. 4. 09:18:57 AM (01:17:31) Update from Commissioner Cunningham on the methodology or system that CAHAB should use when proposing initiatives to the City Commission. 09:18:57 AM (01:17:31) Commissioner Cunningham spoke to how CAHAB is incorporated into decision making for the City’s Affordable Housing issues and how the board can be involved going forward. 09:23:22 AM (01:21:56) Following the update, Cunningham answered board members questions.
