purview of the Committee. There will also be an opportunity in conjunction with each action
item for comments pertaining to that item. Please limit your comments to three minutes.

1. 06:06:13 PM (00:01:10) 16th and Olive ZMA 18-323 (Garber)
A Zone Map Amendment requesting amendment of the City Zoning Map for two existing lots
consisting of approximately 0.59 acres / 25,901 square feet from R-3 Residential Medium Density
to R-5 Residential Mixed-Use High Density.

06:06:13 PM (00:01:10) Planner, Danielle Garber provided an overview of the proposed project
including the zoning of the surrounding area, the growth policy designation for the parcel, intensity
standards for current and proposed zone and criteria of evaluation.
06:14:19 PM (00:09:16) Garber responded to questions from Zoning Commission members.
06:17:11 PM (00:12:08) Property owner, Brock Johnson, delivered a PowerPoint presentation which
provided detail on the surrounding area and the population growth in Gallatin County and his goal with
the project.
06:25:04 PM (00:20:01) Applicant Brock Johnson responded to questions from Zoning Commission
members.
Public Comment Opportunity:
06:34:36 PM (00:29:33) Jaclyn Katz (305 S. 16th) voiced concerns with parking and traffic in the area. Katz
was also concerned with the impact on sewer infrastructure with adding more units to the applicant’s
property.
06:40:29 PM (00:35:26) Martha Sandberg (1612 W. Olive St.) voiced concerns regarding parking and
traffic.
06:41:48 PM (00:36:45) Brock Johnson rebutted by stating that he felt the traffic on 16th is minimal and
that his property has enough room to provide 18 parking spaces.
06:43:15 PM (00:38:12) Planner Danielle Garber responded to the comments regarding parking and
traffic as it related to the application staff report.
06:44:55 PM (00:39:52) MOTION Having reviewed and considered the staff report, application
materials, public comment, and all information presented, I hereby adopt the findings presented in the
staff report for application 18-323 and move to approve the 16th and Olive zone map amendment, with
contingencies required to complete the application processing: Chris Scott
06:45:19 PM (00:40:16) MOTION SECONDEED: George Thompson
06:45:26 PM (00:40:23) DISCUSSION regarding the motion: Board Member Scott spoke to his motion,
supporting approval of the application. A general discussion among Zoning Commission members
followed.
06:51:12 PM (00:46:09) VOTE: All in Favor – Motion Carries Unanimously
F. 06:51:33 PM (00:46:30) FYI/Discussion
Chris Saunders reminded the board that there are several long range planning projects going on
and provided an update.
