Hi Tom and Marty,
As I have known the proposal for residential units at the site of the
current parking for the Blackmore apartments was in the works, I did
not realize the comment period for this was so timely. I thought I was
getting most notices available from the city but maybe it’s the case that
if you aren’t in the official notice zone you don’t get noticed. I was
under the impression there was an effort to improve the
communication between the city and its residents, trying to achieve
some transparency about what projects are being proposed and
generally improving the noticing process (before they are approved).
Back to the proposed South Side Lofts project; where are the residents
of the Blackmore apartments supposed to park with this proposal? I
regularly see cars pulling in and out of the garages and parking lot and
am shocked to learn they will now be on the street with the already
over taxed area which the new 40 units across the street are supposed
to use too! I think this is a gross oversight to allow this to happen. It is
not the new proposal that bothers me as much as the ability for the
parking to be “bought” for the existing residents of the Blackmore.
These spaces “purchased” as cash in lieu or “granted” through credits
are not real parking spaces! They are fictional numbers given away (at
a great discount of true value I might add) at the expense of all
residents of Bozeman who utilize the Downtown area! If the Black-
Olive was questionable, allowing this to happen across the street is
irresponsible in my view. I should hope that some of the many
“guidelines” that are being worked on by several consultants will be
settled before any more of these large downtown projects are
approved.
Related to the bigger picture of growth in the downtown area, I am
concerned with the timing of projects being actively in progress at the
same time. As a business owner in downtown I have weathered some
nearby projects and seen first hand the negative effects of large-scale
construction. It seems to me there needs to be a limit to the number of
ongoing projects in a proposed radius from each other. I constantly
hear from customers that they don’t like coming downtown anymore
because of the congestion. I am not sure if some of the businesses will
be able to withstand the next 10 years or so of building.
