The presidingofficer may lengthen or shorten the time allotted for public testimony'Kathy Powell,1215 South 3rd Ave, Bozeman. Kathy is the president of the University NeighborsAssociation. She discussed the renewal of residential parking district permits, and the negativefeedback she has been receiving about the changes to the process. She would like to bring theVisitor hang tags back.E.Action ltems1. Demonstration of new T2 parking technology and reporting capabilities.Mr. Meece demonstrated the new T2 software, and the accessibility/reportrng of collected parkingdata Digital lris, the pay station software, was demonstrated along with its ability to report dataco¡ected with the new syôtem. Mr. Meece also demonstrated the FLEX (T2) platform, and "SecurityDesk' the fixed/mobile LPR monitorrng software. Mr. Meece reiterated that the gathering of non-citation related data is for tracking þarking patterns and occupancy information only; not lawenforcement.Chair Naumann asked if Mr. Meece would send the Parking Commission the data collected so itcan be used for decisions being made by the Parking Commission. He also asked for astandardized set of instructions foi the public to use with regard to the residential parking permitsystem.Chuck Winn, Assistant City Manager, acknowledged Laurae Clark, and the staff of the Finance andParking departments, for óealing with challenges they faced during the implementation of the newT2 sofiware system. Mr. Winn stated the City of Bozeman is fully committed to the new system,however, he has extended the Visitor Permit hangtags for one more year as a compromise for somepublic concerns.Mayor Andrus asked Mr. Winn what is being done to educate the public about the changes. Mr.Winn explained that updates to the web page have been made, and another letter to inform thepublic witl be mailed out ln addition, both Finance and Parking staff are actively explaining thesystem to residents.2. Discuss/Approve/Deny Bozeman Parking Commission Resolution 2018-06, A RESOLUTION OF THE BOZEMAN PARKING COMMISSION OF THECITY OF BOZEMAN, MONTANA, OFFICIALLY NAMING THE EXISTINGPUBLIC PARKING ('SURFACE') LOTS lN A MANNER THAT IDENTIFIESTHEIR STREET LOCATION, AS RECOMMENDED IN THE 2016DOWNTOWN STRATEGIC PARKING MANAGEMENT PLAN. (Exhibit 2)Mr Meece presented Resolution 2018-06 for the official naming of the surface lots. Commissioner Egge suggested changing the names presented for the lots according to the northand south runningltreeis. Mayor Andrus agreed with Commissioner Egge's suggestion.Commissioner Wiseman suggested we consider where future lots may be placed when considertngthe naming.Chair Naumann summarized the amended version of the resolution as Rouse, Black, Willson Northand Willson South. Review Downtown Strategic Parking Management Plan - Strategies11-14. (Exhibit 3)Mr. Meece explained that Strategic Plan ltem # 14 can now be checked off - since Resolution No.2018-06 was approved. Parking system data is under review, with regard to Strategic Plan ltem #1 1.This item will be further discussed by the Parking Commission next monthMayor Andrus pointed out that it is very important for the Parking Commission to continue to getthe word out to the public about their progress toward implementing the Strategic ParkingManagement Plan.Chair Naumann mentioned the possibility of adjusting the '2am to 7am' No Parking zones- Mr.Meece pointeO out that Public Works would have to be involved if we wanted to make any changesto the restrictions. Chair Naumann suggested that this should be brought up to the departmentparking team for discussion.Commissioner Bryan asked about the residential permit district review process, and if the ParkingCommission should be looking into this topic. Mr. Meece assured her that he is continuing to modifythe original proposal presented to the City Commission, and hopefully will have something to theParking Commission within a month or two.Commissioner Wiseman would like to encourage checking the data in the Bozeman High SchoolDistrict, and the utilization of permits'within that district.Commissioner Egge asked about the drafted documents of the shared use template. Mr Meecestated that the current document was developed by the Legal and Community DevelopmentDepartments, and reviewed by other departments. 4. Review and discuss a draft of Bozeman Parking Commission Resolution2018-05, a resolution adopting policies to promote accessibility for peoplewith disabilities; for consideration of approval at September 9, 2018,meeting. (Exhibit 4)Mr. Meece explained the Parking Commission is reviewing a draft today, so tt can be properlyrevised prior to final presentation to the Parking Commission. Mr. Meece asked Daniel Rosinsky-Larson, Parking Policy lntern, to provide an overview of the resolution.Daniel Rosinsky-Larson explained Resolution 2018-05 proposes that anyone with a disabled plate,or placard, can park in a disabled space for an additional two hours. The resolution also includeslanguage to allow a fee waiver for mobility impaired residents in the residential parking districts.Chair Naumann questioned the extension of time, and suggested we take out "disabled" and allowan additional two hours to any parking space for vehicles with disabled plates or hang tags'Mr. Meece pointed out that with the T2 system we are able to set the license plate as a permit butnot the placard.Daniel Rosinsky-Larson stated that the primary objection would be concern of the abuse to thesystem and non-legit use of placards and plates.Chair Naumann asked that Resolution 2018-06 allow for people with a handicap placard/plate toapply for a municipal disabled parking permit, via their license plate, to allow for the time extension.Commissioner Lloyd suggested using more general language.Commissioner Egge suggested that revision number two should be a reduction of the fee, but notfree, and suggested a 50% reduction verses a fee waiver. Mr. Meece pointed out that this requestrarely occurs in the residential parking districts.The third point Daniel Rosinsky-Larson discussed is the adoption of a formal policy of having adisabled parking space in front of a resrdence. Mr. Meece pointed out that we should have a formalprocess, and set of criteria, to change on regular on-street parking to disabled parking in front aparticular residence.Commissioner Lloyd pointed out that making it accessible is a very different issue than adesignation as a handicap space.Mr Meece extended a thank you to Daniel Rosinsky-Larson for all the hard work he has done forthe City of Bozeman during his internship.F.
