Chair, Kevin Thane proposed to move Item F after item H1 (FYI).

08:05:49 AM (00:09:33) Board Chair, Kevin Thane corrected the spelling of HRDC’s Tracy Menuez
(previously spelled Minuet) in the August 8th meeting minutes.

E. 08:06:51 AM (00:10:35) Presentation: Affordable Housing in the Strategic Plan
(Cunningham)
Commissioner Terry Cunningham explained the role of Affordable Housing within the City’s Strategic
Plan. Cunningham also reviewed the funds available for affordable housing and the goals defined in the
Strategic Plan to encourage work force housing for larger employers.

G. Non-Action Items
1. 08:13:41 AM (00:17:25) Review the Changes to the Structure and Duties of the
Community Affordable Housing Advisory Board made by Resolution 4948
(Thane)
Board Chair, Kevin Thane provided an overview of the changes made in the Resolution which
defines the duties of the Community Affordable Housing Advisory Board (CAHAB). Thane reviewed
the duties that were added and those that were removed from Resolution 4948.
08:17:41 AM (00:21:25) Thane voiced concern regarding some of the changes and reviewed the
newly defined positions and term limits for board members.
3. 09:17:30 AM (01:21:14) Impact Fee Study Update
Thane provided an overview of the Impact Fee Study Update process and explained that the board
will have Long Range Planning Manager, Chris Saunders present at a meeting to provide more
information.
4. 09:22:25 AM (01:26:09) CAHAB Idea / Suggestion Work Flow (Thane)
Thane lead a discussion for how CAHAB can move things forward for review by the City Commission.
Thane’s proposal is that the staff liaison for the board takes ideas to the city manager who then
either directs staff to work toward the idea or kills the idea. Thane also proposed that if an idea isn’t
supported, it could be presented to the board to see if they should pursue it further.
09:25:39 AM (01:29:23) Commissioner Cunningham suggested proposing changes to the over-
arching plans, such as the strategic plan or needs assessment, since those documents inform the
action plans that are carried out.
H. FYI/Discussion
1. Affordable Housing Program Update (Madsen) - (previously Item G.2.)
a. 08:32:34 AM (00:36:18) AH Ordinance Short Term Rewrite Update
Madsen updated the board on the final changes to the AH Ordinance. The group held a detailed
discussion on the required AMI for the Affordable Housing Program.
08:48:42 AM (00:52:26) Brian Guyer, of HRDC, (32 S. Tracy) voiced support in Board member
Greg Stratton’s suggestion of changing the required program AMI from 70% to 80%.
b. 08:49:53 AM (00:53:37) Needs Assessment Process
Madsen shared that the City was awarded $25K of the $50K requested for the Community
Development Block Grant, Planning Grant. Madsen also discussed how they may be eligible for
more funds.
c. 08:53:19 AM (00:57:03) Survey Results
Madsen provided a general overview of the affordable housing survey results. A general
discussion followed.
d. 09:07:18 AM (01:11:02) Discussion of the next AH update and presentation to the City
Commission – Madsen asked for CAHAB’s feedback on the key points to make when presenting
to the City Commission.

2. 09:28:02 AM (01:31:46) HRDC Monthly update (Brian Guyer)
Guyer provided an update on HRDC’s affordable housing efforts including Willow Springs and the
Humble Homes project (featured in the Parade of Homes).
3. Community Affordable Housing Fund Quarterly financial update (Oct, Jan, April, July)
4. 09:30:34 AM (01:34:18) Commissioner Cunningham raised concern about points of conflict during
the meetings and proposed that a representative from the City’s Attorney’s office be present to help
make a determination and provide guidance on what to do should that happen.
