MURB Appointments Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Midtown Urban Renewal Board (MURB) MEETING DATE: October 1, 2018 MEETING TYPE: Action RECOMMENDED MOTIONS: I move to appoint up to two members to the Midtown Urban Renewal Board to the following positions and terms: One non-voting member appointed by the City Commission, with a term ending January 31, 2019, and/or One non-voting member appointed by the City Commission – At Large, with a term ending January 31, 2022. BACKGROUND: The Bozeman Midtown Urban Renewal Board currently has two vacant positions. Three new applications have been received for the following positions: 1. One non-voting member appointed by the City Commission, expiring January 31, 2019. 2. One non-voting member appointed by the City Commission – At Large, expiring January 31, 2022. In 2006 with Ordinance 1685, The Commission adopted an urban renewal plan to act as a policy guide for the North Seventh corridor and adjacent properties, and created the North Seventh Avenue Urban Renewal District, and the North Seventh Urban Renewal Board (NSURB) to implement this plan. In 2015 with Ordinance 1925, the North Seventh Avenue urban district was created and the Bozeman Midtown Urban Renewal District Plan adopted. The NSURB was renamed the Bozeman Midtown Urban Renewal Board (MURB) for the implementation and administration of the Bozeman Midtown urban renewal district. Individuals appointed to the MURB shall have a demonstrated interest in the District or adjacent neighborhoods. Pursuant to MCA S 7-15-4234, the mayor, by and with the advice and consent of 172 the City Commission, shall appoint the MURB, which shall consist of five voting members. Each appointment shall be for 4 years. (3) Any person may be appointed as voting members if they reside within the municipality. The preferred composition of the MURB would include two residents of the District, two business owners in the District, and one member at large. (4) A voting member may be removed for inefficiency, neglect of duty, or misconduct in office. (5) The appointment of voting members shall be ratified annually by the City Commission. A majority of the voting members shall not hold any other public office under the municipality other than their membership or office with respect to the MURB. In addition to the five voting members, the MURB shall be composed of a non-voting membership of not more than four individuals, appointed to 4 year terms. These individuals must possess demonstrated interest in the district, specific expertise or other qualifications necessary to help implement the plan. This board currently has two vacancies. The City Clerk’s Office has received three applications, with their relevant qualifications indicated below. 1. (○) No Please explain your relevant qualifications, interests and experiences: I reside in the Midtown area and served as the President of the Walton Homestead Owners Association for several years. I remain involved with neighborhood planning for Walton, including park improvements for the city park on 15th, parking issues, and long range planning. I also successfully launched a neighborhood community garden which is in its 3rd season. I have lived in the Midtown area since January of 2007 and have seen Bozeman grow, bringing mostly positive (yet some negative) impacts to the area. As a law student, I focused my studies and my clinical work on land use planning, and worked for an attorney in Missoula, and also for Missoula OPG on planning issues. I am currently employed by Town Pump as in-house counsel, but my application to the Board is not made in association with my affiliation with Town Pump, but as a Bozeman citizen and resident. I spend some time in Butte during the week, and work from my home in Bozeman 2 days a week. I have followed the Midtown renewal efforts undertaken since 2015, and have welcomed revitalization efforts like the RSVP and the remodeling of the former IGA shopping center. We use Midtown as much as we can, for car services, dining, and shopping. I would welcome the opportunity to work with other citizens and city leaders to continue to improve the aesthetic and function of this important corridor. I care about the city, and about what happens to the future of 7th Ave and beyond. I have worked extensively at remodeling a small building on 7th with the help of local contractors and businesses. I understand the plight of small business owners, and that of women who want to try and succeed in a male-dominated world. I hope to help foster a bridge between the midtown area and the hospital, and to help show that small businesses can make big impacts by improving their storefronts and spaces using incentives and grant funds. I also hope to continue to shape the midtown area going forward and partner with additional businesses on several platforms to improve community health and wellness. I have been a successful physician for over 12 years--paving the way to help improve healthcare in CA, and now in Montana. As a physician, I have led several projects to improve quality, expand patient services and create healthier work-flows. I hope to serve on this board in particular, to help the current and future owners of midtown properties improve the locale in creative, green ways--which will improve the community for the short and long term. I have no particular experience on community boards such as these---but I am well adept at completing my ethics training as needed, meeting deadlines, public speaking and using choice words to help encourage and mentor others in many endeavors.
