4:31 Jennifer called meeting to order
No Public comment.
Reviewed minutes from Feb. meeting. Joe moved to accept the minutes. Kathy seconded.
Motion passed unanimously.
4:35 Matt Madsen, City’s Affordable Housing Manager
Most recently in Colorado, in Summit County. Master’s in Public Health. Lived around
MT before that. Originally from Wisconsin.
Passionate about community engagement and public health.
Would like to engage with neighborhoods to get input on the affordable housing issue.
Did introductions with neighborhood reps.
Jennifer asked what the relationship is between Matt and HRDC. Still sorting that out -
HRDC is doing HUD reviews, and qualifications for affordable housing purchasers.

4:45 Recognize The Knolls
Kathy Brown representing the neighborhood tonight, but David Steinmuller will be in the
future. Tanya has reviewed the requirements for recognition and confirmed that the
Neighborhood Association has met the requirements.
55 and older subdivision, with lots still being developed. Around 70 homes now, should
be 76 on completion. The Knolls had an informal association since construction started
there, but are glad to have a more formal organization. After the last lot is developed, an
HOA will also be formed. There are common areas to maintain and other reasons for hav-
ing the HOA.
Jennifer requested a motion to recognize The Knolls as a neighborhood association. Joe
moved, Kathy seconded. Motion passed unanimously.
Tanya said that The Knolls will have a gathering at the end of April for a technology open
house - will find out how to set up county alerts, Next Door, and other technology issues.
Some volunteers will be helping.
Suzanne thought it would be nice to do something similar at other NA meetings, trying to
get people signed up for NextDoor.
4:51 Neighborhood Association Updates
UNA spring meeting scheduled Apr. 24 at Headwaters Academy. Don Seifert, County
Commissioner will talk about the open space bond, Chris Mehl, Andrea Surratt, Tanya
will talk about the City’s Master Plan. Also hoping to get an update on ADUs and the
UDC. At fall meeting, UNA tried a meet and greet before the start of the meeting, and
will do that again. Forming working groups on parking and NCOD.
Making some progress on snow plowing - sororities and fraternities have some good
plans that are working well.
SCAN is meeting around Apr. 8 or 9, probably at Story Mansion. Chris Saunders will talk
about ADUs and STRs. Cyndy Andrus will talk about the City Strategic Plan.
SENA hasn’t scheduled meeting - late from the fall.
NHVN hasn’t schedule their meeting yet - usually in May.
Terry asked about combining or adding to a neighborhood association - he lives in Alder
Creek, which is near SENA.
Bozeman Ponds doesn’t have a meeting scheduled yet. Amanda will work with Tanya on
some agenda ideas.
NENA had a board meeting last week that Tanya helped with. Went well. Spring meeting
will be Apr. 25 at Beall Park. Starting NENA website. Talking about Vision Northeast,
which will become a working group of NENA, NURB, bridge on Aspen Street.
Bozeman Creek meeting May 2. Someone from Police Dept., someone from Gallatin Wa-
ter District to discuss stream condition.
5:07 INC Working Group
Noise Ordinance Group - might meet one more time to see if there is more work to do at
this time. Tanya can share some information about new high school and stadium rework
at the current high school. Suzanne, Gail, Tanya, Bob. See if anyone from MidTown
might want to participate.
Branding - tied with renter/landlord outreach. Ginny said there wasn’t much news. Tanya
has done a mockup of a brochure, working out a budget and purchase protocols. Met with
a designer, has an edit of the brochure. Several ideas for how to add a personalized piece
for each neighborhood.
5:21 Officer Matt Danzer, Bozeman Police Dept.
Jen Johnson is back in her role as Community Resource Officer part-time, but wasn’t able
to attend today. Can call her at 582-2969.
Citizen Police Academy will be on Thursday evenings for two hours starting Apr. 26
through June 14.
Department is getting a new records management system which should produce much
better statistics more easily.
Hired new animal control officer - first day yesterday.
New Snow Angel, Amy, who will be looking for problem areas.
Hired three new officers, will be on board soon. One was a transfer from another U.S.
department, other two are new. All three starting Mar. 16. Two new people will attend
Academy in Apr.

Knolls up and going, Midtown hopefully getting organized soon.
Tanya working on expanding City outreach and communications channels
Bozeman Clean-up Day coming on Apr. 21.
City has advertised for a communications manager
State of the Neighborhoods address on Mar. 26. Tanya has started on PowerPoint. It will be a
shorter presentation this year.
Tanya and Jennifer have started assembling an agenda for the retreat in Apr. Carson Taylor will
facilitate. Also includes steering committee members - invite them to attend. The event has been
moved from the Beall Park Center to the Story Mansion. Takes place Apr. 12 from 4 - 8 PM.
Tanya is figuring out how to provide a meal for attendees.

5:53 Terry’s Updates
Confirmed agenda ahas Special presentation Mar. 26 on State of the Neighorhoods
Apr. 2 agenda has 3 hour slot for feedback on Strategic Plan. Also hearing requests for exemp-
tions from Bozeman School District for new high school. bozeman.net has a link from the front
page of the web site. Monday there should be a new version available.
Parking Commission is meeting about residential parking districts. Are they working? Should
they be expanded, continued, discontinued? Will be on City Commission agenda Apr. 23. Parking
Commission met this morning.
Thanked all the people that work on the INC and neighborhoods and other city advisory boards.
Preliminary budget presentations have been made by dept. heads. (Operational and personnel -
capital improvements were in the fall.)
Kathy asked about the status of Kagy - it was included in Transportation Master Plan, but put on
hold. Terry will look into getting info.
Bob asked about the Parks maintenance district. Two commission meetings ago, there was a re-
port from a consultant about the best way to handle park maintenance. There is a vast difference
in management of different parklands - 245 acres managed by HOAs. Est. $6.9M in deferred
maintenance needed to get everything up to date. Commission directed City Manager to investi-
gate and return with info. Probably Apr. or May before anything more concrete.
