RESOLUTION NO. 4948 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, REVISING THE PURPOSE AND STRUCTURE OF THE COMMUNITY AFFORDABLE HOUSING ADVISORY BOARD AND SUPERSEDING COMMISSION RESOLUTIONS NO. 3056 & 3540 WHEREAS,the City of Bozeman has created a Community Affordable Housing Advisory Board to aid in administration of the City's Affordable Housing Program; and WHEREAS, the City Commission has established a Community Housing Fund, to assist in providing funding for different affordable housing options within Bozeman; and WHEREAS, the City Commission has tasked the Community Affordable Housing Advisory Board to review applications for the Community Housing Fund monies; and WHEREAS, the City Commission has determined that the purpose and scope of said Board should help facilitate the successful delivery of the Affordable Housing Program; and WHEREAS, the City Commission has determined that the composition of the Board should provide a proper community representation and efficient processes; and WHEREAS, the City of Bozeman has hired an Affordable Housing Program Manager to implement the Affordable Housing Plan and develop an Affordable Housing Program. Page 1 of 4 Resolution 4948,Revising the An pose and Structure of the Community Affordable Housing Advisomy Board NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana: Section 1 -MEMBERSHIP That the "Community Affordable Housing Advisory Board" shall consist of no more than seven (7) members to be appointed by the City Commission. Members shall serve three (3) year staggered terms, with terms to end on June 30 of each year. Each member may be reappointed once beyond their initial term of service. Upon completion of two-terms a board member may apply for a different open position if they meet the requirements. Vacancies shall be filled in the same manner as original appointments for the balance of the term remaining. In addition to the appointed members, a member of the City Planning staff(Affordable Housing Program Manager) shall serve as a staff liaison and non-voting member. Members of the board shall be appointed as follows: 1. Real estate financing or real estate sales 2. Construction industry 3. Organization which supports low- and moderate-income housing in the community 4. Organization providing services to low- and moderate-income persons 5. Member of the public who has a demonstrated interest in special needs housing. 6. Member of the public certifying that he or she is a low- or moderate-income person whose income does not exceed 115 percent of the Area Median Income (AMI) 7. Community member at large If a position requiring a specific qualification remains vacant for three (3) months, the Commission may waive the requirement and fill a vacant position with a community member at large. Persons of legal age may be appointed to the Board. A majority of the members shall be residents of the city. Members who do not live within the city limits shall have a tangible connection with the city by virtue of working in the city, or owning property in the city. Members shall serve without compensation for their time and services. Page 2 of 4 Resolution 4948,Revising the Purpose and Structure of the Community Affordable Housing Advisory Board Section 2—PURPOSE The purpose of the "Community Affordable Housing Advisory Board" shall be as follows: 1. To review Affordable Housing Plans submitted to the Community Development Department Planning Office to include development plans for subdivisions with single household attached or detached home construction or affordable rental developments requesting city assistance and to provide recommendations, in the form of plan approval, funding requests or a letter of support to the City Commission; and 2. To advance the City of Bozeman's Strategic Plan and the Affordable Housing Work Plan and Assisting with the Community Housing Needs Assessment; and 3. To be involved in the Community Housing Needs Assessment and Housing Work Plan Development process to include meeting with the consultant, assistance with community outreach and engagement, review of the draft and final report/presentation before presentation to the City Commission; and 4.To review and score any housing related Community Development Block Grant(CDBG) revolving fund or similar program applications that are submitted to the City and to make recommendations based off of scoring for the awarding of those funds on an annual basis; and 5. As directed by the City Commission or the Director of Community Development or Affordable Housing Program Manager to meet any other goals of the Affordable Housing Program; and 6. To serve as an advisory board to the Affordable Housing Program, Community Development Department and the City Commission. Section 3 For purposes of conducting business, a quorum shall consist of four (4)voting members.
