RPAB Appointments Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Recreation and Parks Advisory Board (RPAB) MEETING DATE: September 17, 2018 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to two members to the Recreation and Parks Advisory Board to the following terms and positions: One City Resident position with a term ending December 31, 2020, and/or One County Representative position with a term ending December 31, 2020. BACKGROUND: The Recreation and Parks Advisory Board (RPAB) currently has two vacancies. One is a City Resident position due to an expired term. One is an additional County Representative position due to an error discovered by the Clerk’s Office in the makeup of the RPAB from previous years. According to Bozeman Municipal Code, two members shall be recommended by the County Board of Commissioners, with final appointment to be made by the City Commission. Currently, there is one County Representative on the RPAB. In order to get this board back into compliance, one of the current At-Large members will be moved into a City Resident position with an expired term of December 17, 2017, to which the holdover board member did not reapply. This change opens up a second County Representative seat to which Gallatin County has made a recommendation. The City Clerk’s Office has received one existing application and one new application for re-appointment. There are currently no qualified applicants for the following positions: 1) One Secondary or Home-Schooled Student position with a term ending August 31, 2021 The Recreation and Parks Advisory Board is established under Section 2.05.150 of the Bozeman Municipal Code. The Board membership was clarified with Ordinance No. 1993 adopted on February 3, 2018 to include one student from Montana State University. The Board consists of up 133 to fourteen members appointed by the City Commission serving three-year staggered terms, except for the two students, who serve one-year terms. Members must represent the following: 1. Seven of the members shall be city residents appointed by the city commission; 2. Two members shall be recommended by the county board of commissioners, with final appointment to be made by the city commission; 3. Up to (3) additional at-large members may be appointed by the city commission, with city residency being a consideration, but not a mandatory requirement; and 4. Up to (2) student members, one from Montana State University, the other from an area secondary school, including home schooled students, may be appointed by the city commission, with city residency being a consideration, but not a mandatory requirement. If no students apply for these positions by October of a given year, then interested residents may apply for and be appointed for one year terms. Student one year terms shall begin in September and end in August of each year. A majority of the members on the board, regardless of its size, shall be residents of the city. The Board is advisory, making recommendations to the City Commission on policy and procedural matters in the field of recreation and playgrounds as well as parkland dedications or cash-in-lieu proposals forwarded during the planning/subdivision process. This board currently has two available positions. The City Clerk’s Office has received two applications, with their relevant qualifications indicated below. 1.
