Appointments to the CAHAB - REVISED MEMO Commission Memorandum REVISED REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Community Affordable Housing Advisory Board (CAHAB) MEETING DATE: September 10, 2018 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to three members to the Community Affordable Housing Advisory Board to the following positions and terms: One Community Member At-Large with a term ending June 30, 2019, One Real Estate Financing / Sales position with a term ending June 30, 2021, and/or One Citizen with Demonstrated Interest in Special Needs Housing with a term ending June 30, 2021. BACKGROUND: On August 13, 2018 the City Commission adopted Resolution No. 4948 revising the purpose and structure of the Community Affordable Housing Advisory Board (CAHAB). As part of the structure, membership was reduced. The two real estate positions, Real Estate Financing and Real Estate Sales, were combined into one Real Estate Financing / Sales position. Two members who held the original real estate positions resigned from the board. The Citizen Interested in Special Needs Housing position remains, and the Community Member At- Large position replaced the Resides in Low or Moderate Income Housing position. The Representative from a Recognized Non-Profit Affordable Housing Development Organization position was eliminated. Eight individuals have applied to the following positions: 1. Real Estate Financing / Sales 2. Community Member At-Large 3. Citizen Interested in Special Needs Housing The Community Affordable Housing Advisory Board was created under Commission Resolution No. 3056, superseded by Commission Resolution No. 3540 adopted on September 16, 2002, and again superseded by Commission Resolution No. 4948 adopted on August 13, 2018. This Board replaces the former Community Development Block Grant (CDBG) Loan Review Committee. Its purpose is to provide recommendations to the Commission on requests for expenditures from the CDBG Revolving Loan Fund (for housing) and from the Community Housing Fund (which is funded through the City's General Fund); to advise the Commission on affordable housing needs, issues, policies, and regulations; to work with the City and other groups to formulate programs and projects for meeting Bozeman's affordable housing needs; and to advise the Commission on affordable housing plans for annexations and any related development proposals. The Board is comprised of seven members serving staggered three-year terms, with terms to end on June 30 of each year. Members must be of legal age, and a majority of the members shall be residents of the city. Non-resident members must have a tangible connection with the City by virtue of working in the city or owning property in the city. Members must represent the following: (1) real estate financing / sales (2) construction industry (3) organization supporting the availability of low- and moderate-income housing (4) organization providing services to low- and moderate-income persons (5) member of the public certifying that he or she is a low or moderate-income person as defined by the City's affordable housing policy (6) citizen with demonstrated interest in special needs housing (7) community member at-large This Board currently has three vacancies.
