Appointments to the NURB Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Northeast Urban Renewal Board (NURB) MEETING DATE: September 10, 2018 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to three members to the Northeast Urban Renewal Board to the following positions and terms: One non-voting position with a term ending July 31, 2019, One non-voting position with a term ending July 31, 2022, and/or One voting-resident within district position with a term ending July 31, 2022. BACKGROUND: The Northeast Urban Renewal Board (NURB) currently has three vacant positions: 1. Non-Voting, expiring July 31, 2019 2. Non-Voting, expiring July 31, 2022 3. Voting-Resident within District, expiring July 31, 2022 One Voting-Resident within District position and one Non-Voting position are open due to term expirations. One Non-Voting position is vacant. Two term renewal applications and one new application have been received. One application has been submitted by an existing board member holding a Non-Voting position and is applying for a Voting position. This board is established under Section 7-15-4232 of the Montana Code Annotated. Membership consists of nine positions serving staggered four-year terms after the initial appointment. The board shall consist of 5 voting members and not more than 4 non-voting members. The preferred composition of the voting members shall be: 2 business owners of businesses within the district; 2 residents from within the district; 1 member at-large. 307 Voting members must reside within city-limits or own property within the district. The board shall be responsible to: (1) develop plans which implement the vision of the district; (2) review on an ongoing basis the operation and processes of all public agencies to assure that such activities are supportive of the plan; (3) advocate and coordinate the complete and full implementation of the plan. The board currently has three vacancies. The City Clerk’s Office has received four applications, with their relevant qualifications indicated below. 1.
