RECOMMENDED MOTION: I move to appoint up to three members to the Community
Affordable Housing Advisory Board to the following positions and terms:
One Community Member At-Large with a term ending June 30, 2019,
One Real Estate Financing / Sales position with a term ending June 30, 2021, and/or
One Citizen with Demonstrated Interest in Special Needs Housing with a term ending June 30,
2021.
BACKGROUND: On August 13, 2018 the City Commission adopted Resolution No. 4948
revising the purpose and structure of the Community Affordable Housing Advisory Board
(CAHAB). As part of the structure, membership was reduced. The two real estate positions, Real
Estate Financing and Real Estate Sales, were combined into one Real Estate Financing / Sales
position. Two members who held the original real estate positions resigned from the board. The
Citizen Interested in Special Needs Housing position remains, and the Community Member At-
Large position replaced the Resides in Low or Moderate Income Housing position. The
Representative from a Recognized Non-Profit Affordable Housing Development Organization
position was eliminated. Nine individuals have applied to the following positions:
1. Real Estate Financing / Sales
2. Community Member At-Large
3. Citizen Interested in Special Needs Housing
The Community Affordable Housing Advisory Board was created under Commission Resolution

No. 3056, superseded by Commission Resolution No. 3540 adopted on September 16, 2002, and
again superseded by Commission Resolution No. 4948 adopted on August 13, 2018. This Board
replaces the former Community Development Block Grant (CDBG) Loan Review Committee. Its
purpose is to provide recommendations to the Commission on requests for expenditures from the
CDBG Revolving Loan Fund (for housing) and from the Community Housing Fund (which is
funded through the City's General Fund); to advise the Commission on affordable housing needs,
issues, policies, and regulations; to work with the City and other groups to formulate programs
and projects for meeting Bozeman's affordable housing needs; and to advise the Commission on
affordable housing plans for annexations and any related development proposals.
The Board is comprised of seven members serving staggered three-year terms, with terms to end
on June 30 of each year. Members must be of legal age, and a majority of the members shall be
residents of the city. Non-resident members must have a tangible connection with the City by
virtue of working in the city or owning property in the city. Members must represent the following:
(1) real estate financing / sales
(2) construction industry
(3) organization supporting the availability of low- and moderate-income housing
(4) organization providing services to low- and moderate-income persons
(5) member of the public certifying that he or she is a low or moderate-income person as
defined by the City's affordable housing policy
(6) citizen with demonstrated interest in special needs housing
(7) community member at-large
This Board currently has three vacancies. The City Clerk’s Office has received nine
applications, with their relevant qualifications indicated below.

As a fifth-generation Montanan, returning adult student, parent on limited income, and a renter facing cost
burdens, I understand firsthand the housing challenges in Gallatin County, especially those faced by
tenants. I have work experience in the rental industry, and plan on specializing in a career in housing law. I
have a strong grasp of the history and state of housing development, both in Montana and nationwide, and
plan on doing research on the subject. I also have some experience and training in statewide politics,
political science, and community development work.

My name is Amy Ference and I am applying for the real estate sales position on CAHAB. I became a
REALTOR® in May of 2016 and my new flexibility allowed me the opportunity to begin regularly attending
the monthly Community Affordable Housing Advisory Board (CAHAB) meetings. In my first two years in real
estate, I have had the opportunity to help families get into housing at or below 90% AMI on only 3
occasions; however, I would conservatively estimate that in any given month I speak to approximately 4-6
buyers who are qualified and ready to purchase homes falling into the AHO pricing tiers. I see no issue as
important to my livelihood as the issue of affordability in and around Bozeman, as my bottom line has been
directly affected by the inability of the community and area developers to deliver on their affordable
housing goals.
On a more personal note, I fell in love with Bozeman 15 years ago largely due to the proximity to mountains
and trails, as many others do. I stayed in Bozeman, however, because I loved the inclusive feel of our
community. It wasn’t an easy place to live; sacrifices had to be made in order to remain in this place that
had so completely captured my heart. In my 15 years in Bozeman, I've lived in basement apartments with
no egress; in a triplex where I was forced to terminate the lease and move out early because the landlord
wouldn't fix a broken water line; I've even foregone an apartment and couch-surfed or camped for months
at a time because an affordable rental couldn't be found. My husband and I were married 6 years before
we stopped having roommates because we had to have the additional income from renting out rooms in
our home to be able to afford to stay in Bozeman.
I watch the current trajectory of growth in Bozeman and wonder when the workforce will be completely
priced out of living within city limits. Many residents are increasingly facing two unattractive options: a long
daily commute from either Livingston or Three Forks or leaving the area for good. I hear this from clients on
a weekly basis. These are folks who deeply care about contributing to the unique culture of Bozeman and
adding value to their community, yet feel that their needs are being ignored in favor of big money interests.
My livelihood depends upon a vibrant and balanced community. It is because of this that I have spent the
past two years closely following CAHAB and the city commission, sharing this information with neighbors,
clients and friends, and attempting to persuade people to apply for the board or attend the public
meetings. I firmly believe that we can make real advances to keep our community inclusive of all income
brackets, but that to do so requires a major commitment from all involved parties, from college students to
large employers to industry and non-profit groups to our own city government, staff and citizen advisory
boards such as CAHAB.
I am eager to use my connections and communication skills to ensure that affordable housing is not just a
high-minded concept but a fully achievable, realistic part of growth. I sit on the Gallatin Association of
REALTORS® Education Committee, regularly attend Chamber events, and volunteer for the SWMBIA Home
Expo Committee. I believe in open communication between these powerful industry groups and see
opportunity for increased education between the Chamber, GAR, SWMBIA and the city of Bozeman.

I currently live in an apartment complex that is state subsidized as low income housing and keeps my rent
payments below average for the area. Many of my neighbors receive subsidies in order to pay the rent. I've
lived in that apartment complex for almost 13 years (since August 2005). Every year, as my lease comes
due, I take a look at the market to find a place that's a little bigger, or at least one where I can have my own
washer and dryer, and every year I cannot justify the doubling (or more) of my monthly rent should I move
on my low middle class salary.
In my position at Opportunity Bank, I see the struggles citizens at all income levels deal with when it comes
to housing in Bozeman. From fixed income seniors on Social Security to working middle class folks scraping
for their monthly mortgage payment, this is an issue affecting an overwhelming portion of our community.
We need to urgently address where many of the people who make Bozeman what it is are going to live,
from teachers, nurses, police and fire persons, to retail workers and others in our service industries and
non-profits who make this town what it is. I don't want to sit on the sidelines. I want to be a part of that
conversation.

I've been a resident of Bozeman (most of the time) since 1986 and have seen many of the changes we've
been through first hand and know many of the challenges we face. My family has moved many times, both
around the country and around town. I've lived in the south part of town as well as the western part of
town and am now right in the middle. I'll turn 42 this summer. I love participating in many of the great
things Bozeman has to offer culturally, including Music on Main, Bite of Bozeman, SLAM, and MSU football
and basketball games. I graduated from Bozeman High in 1994 and attended MSU from 1994-1997 before
transferring to finish my degree at Murray (KY) State University. I started at Opportunity Bank in October
2014. Before that, I worked in many low income service jobs, including pizza delivery and fast food.
Formerly, I volunteered at KGLT on the MSU campus.

I have lived in the valley for 13 years and raise my 7 children here. I have been married for 18 years and am
committed to what I put my mind to. I am a Realtor with Keller Williams and currently serve on the Gallatin
Association of Realtor's Government Affair Committee. My purpose on that particular board is to help our
community own homes through government interaction. I also serve on the Manhattan, MT variances
board where my purpose is to decide if certain growth initiatives that do not comply with our current
growth plan should be allowed to pass due to new and better information. I desire to be on the Community
Affordable Housing Advisory Board because I want a strong home ownership ratio to help our cities grow in
a prosperous and positive direction versus digressive. One way to have positive growth is through home

Qualifications:
I am currently a Guardian ad Litem for Gallatin County (Court Appointed Special Advocate) acting as a legal
representative for children who have been placed in Child Protective Services. This is my 8th year of serving
(7 years in FL, less than a year in MT). I am also a real estate agent with Hart Real Estate Solutions in
Bozeman. Through my experiences with G.A.L. families who are typically living on the edge of survival, and
my real estate experiences trying to find affordable housing for clients I represent, I have become deeply
concerned about the issue of affordable housing. It breaks my heart when the people I am working with
(like a teacher I recently represented) are unable to find housing in the town that they work in. I feel
strongly that people that serve our community should be able to actually live in our community.
Interests: I was formerly a teacher in Central Florida teaching speech and debate in private schools, running
a music theater studio for approximately 120 students, directing musicals for private schools, and running a
speech and debate club. I am proud to say one of my students finished in first place at speech and debate
nationals this year. I love coaching students and encouraging them to face and conquer their fears. I've
been teaching a children's musical theater class for Verge Theater in Bozeman because I have missed
teaching so much. I also love being involved in the arts and have house managed for Bozeman Actor's
Theater, volunteered for Verge Theater, and Montana Shakespeare. I am an avid hiker, reader (currently
reading an Advanced Copy for a NY Times bestselling author - so excited!), skier, and supporter of my 3
grown children and husband of 27 years. They are the best!
Experiences:
I founded multiple non-profit organizations during the years I lived in FL (I lived in Bozeman for a year from
2009-2010, and returned to Bozeman in June of 2017). Those organizations included a large home-
education support group (I personally applied and secured our 501(c)(3) status), and a speech and debate
organization (the largest and most successful private club in the nation based on student success in
forensics competitions). I have also actively served in many arts organizations including Orlando
Shakespeare Theater, Orlando Repertory Theater, Athens Theater, Central Florida Community Arts, and
Garden Theater. I believe in being involved in my community.

Please explain your relevant qualifications, interests and experiences:
As a member of the Community Affordable Housing Advisory Board I would bring over twelve years of
affordable housing and land trust experience in both Montana and Utah. I am a recipient of the 2017 LISC
Rubinger Fellowship and as Community Development Manager for Human Resource Development
Corporation (HRDC), I oversee housing development and strategic housing initiatives in Bozeman and
nearby communities, oversee several housing projects including a “humble home” pilot project to address
affordable housing in Bozeman and, in 2016, launched the Big Sky Community Housing Trust to address
affordable housing issues in Big Sky. Earlier in my career, I worked with Mountainlands Community Housing
Trust (MCHT) in Park City, Utah and managed the Cornerstone Homeownership Innovation Program grant,
a nationwide long-term affordable housing program funded by the Social Innovation Fund and the Ford
Foundation aimed at documenting the efficacy of affordable housing strategies in diverse communities.
MCHT is one of the largest affordable housing non-profits in the West with a portfolio of over 1000
affordable units with a variety of affordability preservation measures and for ten years I was responsible for
the stewardship of all land trust and deed restricted homes in the organization's portfolio. As mentioned
earlier, I was recently selected to the 2017 cohort of Local Initiative Support Corporation (LISC) Michael
Rubinger Fellows to do a year-long case study on the effectiveness of using smaller homes in land trusts to
provide affordable housing. I am a dedicated affordable housing professional with experience in
development, housing policy and strategic planning. I look forward to speaking with you further about the
opportunity to become a member of the Bozeman Community Affordable Housing Advisory Board and
