Subject:Dog Pickup Responsibility

Sirs:
1) Could you share or direct me to the current city ordinances covering
picking up after one’s dog?
2) Whatever is currently on the books does not seem to be working well. Is
there anything, as a citizen, that I can do to assist the council and the
city in putting some Teeth into the city dog pickup ordinance?
3) With just 2 Animal Control officers in this city, can the city Legally, enlist
the help of citizens with something like a cellphone picture program and
website to at least shame, and at most track down and fine scofflaws
who soil our lawns, sidewalks, and trails?
