The following letter is to be added to the public comment for the upcoming Master Site Plan and Agency Exemption
Hearings scheduled for Monday, August 20, 2018:
Did zoning around the BHS campus change? Why is land use allowed to change?
In 1996 we purchased our home across the street from Chief Joseph Middle School which had a large set back,
parking lot and parent drop off and a creek ran through it. My kids grew up in an idyllic neighborhood. Then the
high school expanded and moved its front entrance to North 11th, removed the large set back, parking and parent
drop off which has the effect of making the neighborhood feel like a parking lot. How is this permissible and
acceptable? Did the city zoning ordinances or acceptable development practices change? Why is such significant
land use being allowed to change? Doesn’t it make much more sense to put traffic and parking adjacent to B-1 or 2
zoning not in R-2 and R-4? Now the school district proposes a similar change to N 15th by relocating the stadium
across from R-2 zoning before updating the traffic infrastructure on Ruth Thibeault. Why? How is this acceptable?
Why does the next generation of kids have to grow up in a parking lot rather than our neighborhood? This is the
exact scenario for why we have ordinances to follow and why we ought not ask for exemption. Please spend monies
on the infrastructure first or simultaneously. Do not change the land use on N 15th and then down the road claim the
funds are non-existent to solve the traffic inefficiency and chaos as is what has happened to N 11th.
