Issued under the authority of Professional Services Agreement with Sanderson Stewart for
Architectural and Engineering Services in the Bozeman Midtown Urban Renewal District Term
Contract 2015-2019.
This Task Order is dated 1*} (0 , 20k� between City of Bozeman
(City) and Sanderson Stewart (Contractor).
The following representatives have been designated for the work performed under this Task
Order:

SCOPE OF WORK:
The scope for Task Order No. 7 is detailed in the attached Midtown Urban Renewal District
Scope of Work- Task Order No. 7 711812018.
COMPENSATION:
Sanderson Stewart will bill for its services on a lump sum basis with a project total of$38,440.
Sanderson Stewart shall submit invoices to the Client for work accomplished during each
calendar month. The amount of each monthly invoice shall be determined on the "percentage
of completion method" whereby Sanderson Stewart will estimate the percentage of the total
work (provided on a lump sum basis) accomplished during the invoicing period.
The provisions of the Professional Services Agreement shall govern the Work.

Midtown and Downtown Sewer Capacity Analysis — Land Use Projections

Sanderson Stewart is pleased to provide this scope of work for a potential development build out analysis to
determine future wastewater facility needs. This work is to be done as a part of the Midtown Urban Renewal
District term contract for architectural and engineering services. We understand that the goal of this project
generally is to determine the size and extent of wastewater infrastructure required to serve the Midtown and
Downtown Urban Renewal Districts at full buildout,particularly as it relates to the upgrades of existing
facilities.
This project is being undertaken because there are concerns that uncertainty around wastewater facility needs
are negatively impacting development. Specifically,developers are being required to expand infrastructure on
an inefficient piecemeal basis adding cost to projects while not necessarily improving the capacity of the
entire system.
To do this,a build out analysis will be performed to determine the amount of development that can be
supported under current zoning. The amount of development possible measured in square footage for
commercial development and number of dwelling units for residential development,will be used,in
conjunction with the Wastewater Collection Facility Plan and any other applicable documents to determine
future wastewater flows and from that,the City and HDR will derive facility sizing using their existing
wastewater facility model. A detailed scope of services for the project is outlined below and a map showing
the proposed study area is attached for reference.
Scope of Work:
Phase 1-Project Initiation
This phase of the project will include project initiation and planning tasks,including scoping,contract
preparation,and meetings with the City of Bozeman. All project management tasks,client meetings and sub-
consultant coordination for tasks beyond project initiation will be allocated to the remaining project phases.
Phase 2—Review of Existing Documents
To complete the buildout analysis,it will be necessary to have a thorough understanding of applicable plans
and regulatory documents. These include,but may not be limited to:
• Wastewater Collection Facilities Plan Update-June 2015
• City of Bozeman Zoning Code
• City of Bozeman Community Plan
Additionally,interviews or the use of questionnaires with City of Bozeman staff may be required to fill any
gaps in information.

Base maps including required information such as sewer sub-basins,parcels,and zoning boundaries will be
created. It is intended that the maps be created with existing information obtained from the City of
Bozeman.
Phase 3—Buildout Scenario
To appropriately estimate wastewater facility needs for the study area as it redevelops,it will be necessary to
create a reasonable buildout estimate for the area. From this buildout scenario,wastewater flows will be
estimated. The buildout scenario will be based on current zoning and assumptions on maximum potential
redevelopment in order to generate a conservative estimate of wastewater flows. Specific tasks within this
phase include:
• Examination of existing conditions in the study area related to existing development,lot patterns and
infrastructure.
• Identification of development and re-development lots and parcels.
• Creation of development assumptions for items that may impact development yield but are not
specified in the zoning code. (For example,while structured parking may be allowed in the zoning
code and would increase development yield,we would assume that it is unlikely to occur for
economic reasons within the Midtown District.)
• Based on City zoning,building setback,height,parking and open space requirements,a typical Floor
Area Ratio (FAR) of development will be created. This FAR will be applied to previously identified
development sites to derive a total amount of building square footage per site.
• For sites with existing buildings slated for redevelopment,existing flows will be estimated based on
the FAR of the existing structures.
• Assumptions will be made regarding the use of the development,either commercial,residential,or
mixed,in order to estimate wastewater flows.
Phase 4—Allocation of Wastewater Flows to Parcels
From the buildout scenario,the amount of wastewater flowing from each development parcel will be
estimated based on the parcePs use. Specific tasks within this phase include:
• Reconciliation of per acre wastewater flows from Wastewater Collection Facilities Plan with buildout
scenario units (square foot or acres for commercial development,number of dwelling units for
residential development).
• Determine wastewater flows from parcels or groups of parcels as appropriate.
Phase —Systems Impact Analysis
Working with City Engineering staff,Sanderson Stewart will provide anticipated wastewater flows from each
development parcel or group of parcels,which will then be modeled by the City of Bozeman and HDR.
Specific tasks within this phase include:
• Assign each development parcel to a wastewater main based on existing basins.
• Aggregate flows from development parcels to specific wastewater mains.
• Based on estimated flows,determine needed wastewater main sizes (by City of Bozeman and HDR).
Sanderson Stewart will coordinate with HDR on the format of information to be provided for
modeling.
Phase 6—Summary Report
A summary report will be prepared in memo format to document the analysis and identify future actions.The
information collected during the project will include the following:
• Study area boundary and rationale
• Summary of existing conditions of the wastewater collection system within the study area
• General build out assumptions and methodology
