RPAB Appointments - REVISED Commission Memorandum REVISED REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Recreation and Parks Advisory Board (RPAB) MEETING DATE: August 6, 2018 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to two members to the Recreation and Parks Advisory Board to the following terms and positions: One City Resident position with a term ending December 31, 2019, and/or One City Resident position with a term ending December 31, 2020. BACKGROUND: The Recreation and Parks Advisory Board (RPAB) currently has two vacancies. One is a “City Resident” position due to a term expiration as of December 31, 2017, and one is a “City Resident” position due to an incomplete annual ethics training. The City Clerk’s Office has received one new application and one existing application for re-appointment. A mistake was brought to the City Clerk’s Office attention regarding the new application with a non-qualifying address outside of City limits. The applicant was removed for current consideration. There are currently no qualified applicants for the following positions: 1) One Secondary or Home-Schooled Student position with a term ending August 31, 2018 The Recreation and Parks Advisory Board is established under Section 2.05.150 of the Bozeman Municipal Code. The Board membership was clarified with Ordinance No. 1993 adopted on February 3, 2018 to include one student from Montana State University. The Board consists of up to fourteen members appointed by the City Commission serving three-year staggered terms, except for the two students, who serve one-year terms. Members must represent the following: 1. Seven of the members shall be city residents appointed by the city commission; 2. Two members shall be recommended by the county board of commissioners, with final appointment to be made by the city commission; 3. Up to (3) additional at-large members may be appointed by the city commission, with city residency being a consideration, but not a mandatory requirement; and 4. Up to (2) student members, one from Montana State University, the other from an area secondary school, including home schooled students, may be appointed by the city commission, with city residency being a consideration, but not a mandatory requirement. If no students apply for these positions by October of a given year, then interested residents may apply for and be appointed for one year terms. Student one year terms shall begin in September and end in August of each year. A majority of the members on the board, regardless of its size, shall be residents of the city. The Board is advisory, making recommendations to the City Commission on policy and procedural matters in the field of recreation and playgrounds as well as parkland dedications or cash-in-lieu proposals forwarded during the planning/subdivision process. This board currently has two available positions. The City Clerk’s Office has received two applications, with their relevant qualifications indicated below. 1. City Resident Position, expiring December 31, 2019 | Qualifies: R. Shanahan (currently R. Shanahan) 2. City Resident Position, expiring December 31, 2020 | Qualifies: R. Shanahan Applicants: Richard Shanahan Deputy Mayor Chris Mehl is the City Commission liaison for this board. RPAB appointments are Commission appointments.
