SUBJECT: Commission Resolution No. 4947 – Amending the City’s Annual Budget
for the Wastewater Fund Appropriations for the Fiscal Year Ending June
30, 2019 (FY19).

RECOMMENDATION: Approve Resolution No. 4947- Amending the City’s Annual
Budget for Wastewater Fund Appropriations.
BACKGROUND:
With the large amount of rain fall in May 2018 there was an issue caused at the Water Reclamation
Facility. A large cottonwood trunk has cutoff the river channel that the WRF discharges to. See
attached images. The tree has caused the river to avulse into an historic channel and now that flow
conditions have returned to normal in the river, there is zero flow is entering what was the main
channel that the plant discharges to. It is of critical importance that we have water in the discharge
channel for an ammonia mixing zone. A temporary solution was funded in 2018 and now a more
permanent one needs to be completed. The budget amendment is for the design work and the
construction work will be included in the FY2020 CIP. The design cost total $63,005.

ALTERNATIVES: As suggested by the Commission.
FISCAL EFFECTS: The current budgeted spending in the Wastewater Fund will increase by a
total of $63,005. The FY19 estimated ending cash balance in the Wastewater Fund will be
decreased from $1,840,900 to $1,777,895. We have cash available due to changes in the street
reconstruction projects and timing.

COMMISSION RESOLUTION NO. 4947
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, AMENDING FISCAL YEAR 2019 (FY19) WASTEWATER FUND BUDGET
TO INCLUDE ADDITIONAL EXPENDITURES OF $63,005.
WHEREAS, the City Commission did, on the 25th day of June, 2018, after due and
proper legal notice, conduct a public hearing and adopt a municipal budget for Fiscal Year 2018-
2019 (Fiscal Year 2019); and
WHEREAS, the need to change the projects listed for funding in Fiscal Year 2019 in
the adopted Capital Improvement Plan; and
WHEREAS, the City Commission did, on the 13th day of August 2018, after due and
proper legal notice, conduct a public hearing on proposed amending the municipal budget.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Bozeman, Montana, to wit:
Section 1 – Appropriation Changes
The City Commission of the City of Bozeman, Montana, does hereby authorize the
following changes to expenditures in the Wastewater Fund:
Additions: This project and amount is added to the FY19 budget.
Design Work at Water Reclamation Facility $63,005.00

Total Appropriations Changes: $63,005.00
Section 2 – Use of Cash on Hand in the Wastewater Fund
The increased appropriation will be funded with cash on hand in the Wastewater Fund.
Section 3
Pursuant to Section 7-6-4030, M.C.A., this resolution, upon its passage, shall be in full
force and effect on July 1, 2018.
Section 4
That should it be found by any court of competent jurisdiction that any section, clause,
portion, sentence, word, or phrase of this resolution is deemed to be contrary to any existing law
or regulations, that in this instance, it is the intent of the City Commission of the City of Bozeman,
Montana, that all other portions, sections, words, clauses, phrases, or paragraphs of this document
shall remain in full force and effect.
