REQUEST FOR PROPOSALS
DAVIS LANE LIFT STATION, NORTON EAST RANCH OUTFALL SEWER
INTRODUCTION
The City of Bozeman (“COB”) is seeking proposals from consultants qualified to provide professional engineering
services to assist the City in the design and construction management of the Davis Lane Lift Station and Norton
East Ranch Outfall Sewer.
The Davis Lane Lift Station will be a major element of the City's wastewater collection system. It is to be located
on property which the city owns in the northwest quadrant of Bozeman. This lift station will serve development
north of the Cattail Lake Lift Station and eventually the flow diverted from the Norton East Ranch Outfall Sewer.
The initial capacity of the station is anticipated to be 1 million gallons per day (MGD), with an ultimate capacity
of 7MGD. A more detailed description of the proposed station can be found in chapter 5 of the June 15 City of
Bozeman Wastewater Collection Facilities Plan Update Final Report, which is available on the Engineering
Division's webpage. Some preliminary work, primarily field soil investigations and force main location work has
been completed and will be made available.
PRELIMINARY SCOPE OF WORK
The scope of work involved for this project is outlined below. Additional tasks and work elements may be added
during contract negotiations. It is also possible that tasks or elements could be deleted through negotiation. In
its proposal, the consultant may recommend addition/deletion of tasks or modification of tasks in describing its
particular understanding and approach for the project. General services for the project include but are not
limited to:
Prepare an Engineering Report which conforms with DEQ Circular 2, Design Standards for Public Sewage
Systems.
Prepare and submit information as needed to support Montana Department of Environmental Quality
(DEQ) environmental assessment.
Prepare detailed plans and specifications for lift station construction including site plan, grading plan,
landscape plan, electrical details, SCADA design, floor, roof and exterior elevation plans.
Prepare detailed plans and specifications for pipeline conveyance systems and force mains including
plan and profile drawings, road and property restoration and other associated detail sheets.

Construction bidding services including preparation and issuance of bid packages, answering questions
and issuing amendments as required, conducting a pre-bid meeting.
Conduct a pre-construction conference.
Review and approve materials and plan submittals as needed.
Provide on-site personnel to observe construction, prepare progress reports, verify quantities for
payment, determine substantial completion, prepare punch lists, monitor equipment start-ups and
prepare record drawings.
Perform construction administration, which includes review of payroll/wage certifications, EEO
statements, preparation of change orders and pay estimates.
Plans shall conform to City of Bozeman Design Standards, DEQ Circular 2 and any requirements of the State
Revolving Fund Program.
The successful proposer will demonstrate extensive experience with design and construction of large lift
stations, force mains, SCADA systems, backup power and transfer switches, and gravity sewers.
Proposals must clearly identify any elements of the proposed scope of work that would not be provided by the
prime consultant. Any sub-consultants which comprise the overall consultant team must be identified along
with a description of past working history between the firms.
Time is of the essence on this project and the COB desires to complete the proposed work in a diligent manner.
Proposals must clearly indicate the consultant’s anticipated schedule given their staffing and current and
projected work load commitments.
The work must comply with all aspects of the DEQ Circular 2, Design Standards for Public Sewage Systems, as
well as the requirements of the State Revolving Loan Fund (SRF).
PROPOSAL REQUIREMENTS
Five (5) copies of the proposal, and one electronic searchable PDF file, must be submitted no later than 5:00 pm
on August 31, 2018, to the City Clerk at the physical address below. Proposals shall be individually bound and
presented in a neat and orderly fashion. Please note that the USPS will not deliver mail to this location.
Proposals must be shipped or hand delivered. Late proposals will not be considered.

Proposals shall, at a minimum, include the following items:
• A narrative describing the consultant’s particular understanding and approach for the project. Specific
challenges should be identified along with unique solutions proposed to complete project tasks and
achieve project goals.
• A proposed work plan indicating tasks to be accomplished, work schedule, consultant personnel and
sub-consultants expected to perform each major task element, prior work history of consultant and sub-
consultants, and the involvement (and timing of that involvement) anticipated of COB staff.
• Qualifications of key individuals assigned to the project, their availability during the relevant time
periods, and their recent experience on similar projects.
• References for whom key individuals of the consultant and sub-consultants have performed similar work
within the last five years, and two examples of work produced under similar contracts (examples
produced on projects utilizing the key personnel identified for this proposal are preferred).
• A completed and signed Non-Discrimination Affirmation Form (see Attachment A).
CONSULTANT SELECTION
A consultant selection committee consisting of key COB staff will choose, in its opinion, the most qualified
consultant to provide services required for the project. Proposals will be evaluated on the following criteria and
the requirements of MCA 18-8-201 et seq.
• Related experience on similar projects; 25%
• The consultant’s specific project approach and understanding; 20%
• Qualifications of professional personnel to be assigned to the project; 20%
• Capability to meet project time and budget requirements; 15%
• Present and projected workloads ; 10%
• Location of the consultant in relation to project; 5%
• Recent and current work for the COB. 5%
A determination of finalists will be made by the selection committee based on an evaluation of written
proposals received. The committee will determine whether or not interviews will be needed to complete the
selection process. Award will be made following contract negotiations to the most qualified consultant at a price
which the COB determines to be fair and reasonable, taking into account the estimated value of services to be
rendered, as well as the scope, complexity and professional nature thereof.

If the COB is unable to negotiate a satisfactory contract with the consultant initially selected at a price the COB
determines to be fair and reasonable, negotiations with that consultant will be formally terminated and the COB
will select another consultant in accordance with MCA 18-8-204 and continue until an agreement is reached or
the process is terminated.
The City reserves the right to reject any proposal in the best interest of the City.
