MEETING DATE: August 6, 2018 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the Task Order. BACKGROUND: The Midtown Urban Renewal Board (MURB) is continuing the expansion of its conduit infrastructure project. The project allows the MURB to plan more comprehensively for fiber optic infrastructure throughout the district to facilitate blight remediation by means of enhanced infrastructure that may attract new businesses and support existing businesses. The District installed conduit for lease to broadband companies in FY16 and continued expansion of the system in FY17. At this point, two, private, competitive broadband providers are licensing conduit from the City. This expansion of the conduit network includes parcels along the north side of Peach Street and specifically provides public infrastructure to support three proposed new construction projects in the District. UNRESOLVED ISSUES: None. FISCAL EFFECTS: Funding for Task Order 8 would come from Professional Services funds included in the FY19 Work Plan and Budget for the Midtown Urban Renewal District. The work will be billed in a lump sum basis with a project total of $11,300.

Contract 2015-2019.
This Task Order is dated , 20____ between City of Bozeman
(City) and Sanderson Stewart (Contractor).
The following representatives have been designated for the work performed under this Task

SCOPE OF WORK:
The scope for Task Order No. 8 is detailed in the attached Midtown Urban Renewal District
Scope of Work – Task Order No. 8 7/18/2018.
COMPENSATION:
Sanderson Stewart will bill for its services on a lump sum basis with a project total of $11,300.
Sanderson Stewart shall submit invoices to the Client for work accomplished during each
calendar month. The amount of each monthly invoice shall be determined on the “percentage
of completion method” whereby Sanderson Stewart will estimate the percentage of the total
work (provided on a lump sum basis) accomplished during the invoicing period.
The provisions of the Professional Services Agreement shall govern the Work.

Midtown Urban Renewal District
Scope of Work – Task Order No. 8 – Peach Street Fiber Conduit Design

Sanderson Stewart is pleased to provide this scope of work for design services for the installation of fiber
conduit on Peach Street from North 5th Avenue to North 3rd Avenue. This work is to be done as a part of
the Midtown Urban Renewal District term contract for architectural and engineering services. Fiber design
assistance will be provided by CTC Technology and Energy as shown by the attached scope/fee.
We understand the project generally includes fiber conduit and associated communications boxes along the
south side of Peach Street. It will begin at the existing communications box at the southwest corner of the
intersection of North 5th Avenue and Peach Street, running east to the southwest corner of North 3rd Avenue
and Peach Street, for a total of approximately 800 LF of new conduit. A detailed list of assumptions and scope
of services for the project are outlined below.
Scope of Work:
Phase 1 - Project Initiation
This phase of the project will include project initiation and planning tasks, including scoping, contract
preparation, and meetings with the City of Bozeman. All project management tasks and client meetings beyond
project initiation will be allocated to the remaining project phases.
Phase 2 - Topographic Survey and Base Mapping
A detailed topographic survey of the project area will be conducted, including pre-survey utility locates, setting
control as needed, and a corner search to establish right-of-way. Measure downs will be conducted on water
main valves, sewer and storm drain manholes for the purposes of identifying any potential conflicts with
proposed fiber crossings. Base drawings will be prepared in Autocad format following the completion of the
topographic survey, and additional pick-up topo will be conducted as needed throughout the duration of the
project. Public and private utilities will be located prior to the survey via one-call for inclusion in the base
drawings.
Phase 3 –Preliminary Design
Design tasks for this phase of the project will include layout of the conduit runs in plan view along with the
communications box locations. The level of detail provided on the plans will be consistent with the 2016
Downtown and North 7th Fiber Conduit project. The plans will also include various details as needed for
proper installation. Public and private utilities will be shown for coordination and identification of conflicts.
Sanderson Stewart, with assistance from CTC, will prepare special provisions and a specifications manual

including the templates for bid documents. The engineer’s opinion of probable cost will also be provided with
this review submittal.
Phase 4 – Final Design
Sanderson Stewart will address all review comments received from the City of Bozeman and prepare final plans,
specifications and engineer’s opinion of probable cost. The final deliverable will include electronic copies of
all submittal documents, as well as up to six hard copies.
The following items are not expected to be needed for this project and are therefore specifically excluded from
this scope of work:
• Landscape restoration and irrigation plans (by special provision only)
• Construction administration, bidding and inspection services
• Construction staking
• Lighting and traffic signal design
• Stormwater calculations and report
• Stormwater Pollution Prevention Plan (SWPPP) permit
• Right-of-way coordination
• Wetland permitting and mitigation
• Erosion control plans
If needed, these items will be added as a separate task order or contract amendment.
Fees and Billing Arrangements:

Dear Danielle:
CTC Technology & Energy (CTC) is pleased to present this proposal to Sanderson Stewart to
support the design of communications conduit in Peach Street.
CTC will utilize the maps received from the City of the existing conduit network, and will take into
account the requirements for increased accessibility as requested by the City. CTC will provide
Sanderson Stewart with a potential routing and handhole layout using Google Earth or a
comparable format. Sanderson Stewart will conduct fieldwork and design locates to verify the
route and create CAD drawings. CTC will review and approve the CAD drawings.
Cost
We will perform tasks above for a flat fee of $1440. Additional work will be provided at the below
rates, which are inclusive of all expenses:
