RPAB Appointments Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Recreation and Parks Advisory Board (RPAB) MEETING DATE: August 6, 2018 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to two members to the Recreation and Parks Advisory Board to the following terms and positions: One City Resident position with a term ending December 31, 2019, and/or One City Resident position with a term ending December 31, 2020. BACKGROUND: The Recreation and Parks Advisory Board (RPAB) currently has two vacancies. One is a “City Resident” position due to a term expiration as of December 31, 2017, and one is a “City Resident” position due to an incomplete annual ethics training. The City Clerk’s Office has received one new application and one existing application for re-appointment. There are currently no qualified applicants for the following positions: 1) One Secondary or Home-Schooled Student position with a term ending August 31, 2018 The Recreation and Parks Advisory Board is established under Section 2.05.150 of the Bozeman Municipal Code. The Board membership was clarified with Ordinance No. 1993 adopted on February 3, 2018 to include one student from Montana State University. The Board consists of up to fourteen members appointed by the City Commission serving three-year staggered terms, except for the two students, who serve one-year terms. Members must represent the following: 1. Seven of the members shall be city residents appointed by the city commission; 2. Two members shall be recommended by the county board of commissioners, with final appointment to be made by the city commission; 3287 3. Up to (3) additional at-large members may be appointed by the city commission, with city residency being a consideration, but not a mandatory requirement; and 4. Up to (2) student members, one from Montana State University, the other from an area secondary school, including home schooled students, may be appointed by the city commission, with city residency being a consideration, but not a mandatory requirement. If no students apply for these positions by October of a given year, then interested residents may apply for and be appointed for one year terms. Student one year terms shall begin in September and end in August of each year. A majority of the members on the board, regardless of its size, shall be residents of the city. The Board is advisory, making recommendations to the City Commission on policy and procedural matters in the field of recreation and playgrounds as well as parkland dedications or cash-in-lieu proposals forwarded during the planning/subdivision process. This board currently has two available positions. The City Clerk’s Office has received two applications, with their relevant qualifications indicated below. 1. Beautification, Bozeman 3 years Please explain your relevant qualifications, interests and experiences: I am a long term resident in Bozeman (since 1987) and cherish this place, and also recognize the need for wise community growth and expansion in these changing times. Parks are an important aesthetic and a "breathing space" for our city and county residents, and I want to share in ideas for developing and preserving them. I was a six-year board member for Bridger Ski Foundation, while also serving as chair of its Nordic Trails Committee. I understand the need for collaboration, cooperation, partnership, leadership, creativity and funding to make recreation and quiet space possible. Most of my career has focused water management and education, conservation, research and grantwriting, and I feel knowledge of all of these topics play into good board participation. Here's my bio if needed: Susan Higgins has a long background in natural resources management and policy in Montana and internationally. She was water planner for the State of Montana and most recently finished eight years of program management with the Center for Large Landscape Conservation (CLLC) and The Tributary Fund where she facilitated research activities, leadership exchanges and species protection planning in Mongolia, Bhutan and Montana. Prior, she was director for water research communications at Montana State University Water Center and a founding member of the Montana Watercourse water education program. A trained facilitator, Sue has authored guides for practitioners, educators and landowners on topics such as wetlands management, streambank stabilization, and river basin protection. Recently, for CLLC, Sue was consultant for the Roundtable on the Crown of the Continent, the Faith and Climate Change Initiative, and the Montana National Drought Resiliency Project. She is a board member of the Society for Conservation Biology’s Working Group on Religion and Conservation Biology where she and a colleague recently issued a paper on best practices for research scientists working in faith and indigenous communities. She now works with the Center for American Indian and Rural Health Equity and INBRE at Montana State University.
