E. FYI #1
1. 08:02:22 AM (00:01:40) Update from Affordable Housing Program Manager Matt Madsen.
a. Community Survey, Website, Administrative Manual
Affordable Housing Program Manager Matt Madsen provided an update regarding the survey he’s
asking community members to complete in order to get their perspective on the housing issue in
Bozeman. He also noted that the website has been overhauled and updated in order to be more user
friendly.
08:06:16 AM (00:05:35) Madsen responded to questions regarding the survey and website.
08:17:33 AM (00:16:51) Madsen notified the board that the Commission Meeting was cancelled and so
the Affordable Housing Administrative Manual will be on the July 16th Commission agenda under
consent.
08:20:24 AM (00:19:42) Madsen responded to questions from board member Kevin Thane regarding the
RFP for the consultant who will assist with the needs assessment for affordable housing.
08:26:41 AM (00:26:00) Commissioner Cunningham provided an update on potential changes with the
Unified Development Code (UDC).
F. Action Items
1. 08:28:41 AM (00:28:00) Affordable Housing Ordinance Short-term Rewrite (Madsen)
Madsen provided an update regarding the updated affordable housing program manual.
08:36:56 AM (00:36:15) Board member and builder Greg Stratton suggested a change to the Affordable
Housing Ordinance regarding the AMI
08:41:20 AM (00:40:39) Madsen explained the pricing structure for builders and developers to use when
selling affordable homes in response to a question.
08:43:08 AM (00:42:26) Madsen reviewed the Incentives for builders/developers to participate in the
Affordable Housing.
08:49:45 AM (00:49:04) Thane suggested a change in language in the manual regarding AMI to create
more flexibility.
08:54:10 AM (00:53:29) Discussion regarding median home price and cash in lieu incentives.
09:01:52 AM (01:01:10) Board members discussed whether to open the ordinance up to non-Bozeman
residents or to non-residents who work within City limits. A general discussion followed.
09:13:47 AM (01:13:06) Public Comment:
Amy Harris (N. Willson) commented on the appraisal process and how the value of the home is
determined.
Following the comment, board members held a discussion to clarify how the homeowners who
participate in the Affordable Housing Program would be affected by appreciation when considering that
they’ll need to repay some of the subsidies received.
G. Non-Action Items
1. 09:25:47 AM (01:25:05) Recap of meeting with City Legal staff and Community Development
Director regarding AHO Administrative Manual (Schule)
Board member Jennise Schule provided a brief recap of the meeting she participated in with City
Legal regarding the Affordable Housing Ordinance.
2. (Continued) Affordable Housing Ideas (Thane)
a. Require anyone who demolishes existing dwelling units in order to replace them with higher-end
units to provide an equal number of dwelling units to replace the ones removed at a cost or rent
equal to the cost or rent of the units being removed. Optionally, a fewer number of units at a
proportionately lower cost or rent may be provided.
b. Tap the bed tax fund, the rationale being that low income folks provide the labor for hotels and
motels and other segments of the tourist industry
c. Provide a TIF incentive or similar to employers who provide affordable housing for their
employees.
d. Property tax exemption for affordable rental properties (Do through land trust?)
3. (Removed) Discussion of whether to request that the City Commission require that
Affordable Housing Plans be reviewed by CAHAB
4. Discuss the possibility of having a presentation at a future CAHAB meeting by Ken from
HRDC and CAHAB’s Real Estate Financing Representative to provide details regarding
how housing assistance applicants are qualified, what funding is available to them, how
sources of down payment assistance are prioritized and provided, and factors that affect
the mortgage payment that the buyers obtain.
