Leslie Jackson, 1815 Sourdough Rd, asked for consideration of a guardrail or other safety
barrier at the top of your driveway along Sourdough/Church. She has experienced several
accidents related to drunk driving that have occurred at this location resulting in damage to
her property. She’d like to work with the City and the County on possible solutions.
C. MINUTES – January 24, 2018 10:40:43 AM (00:11:12)
Jeff Ebert made a motion, which Sam Gianfrancisco seconded, to approve the minutes of the
January 24 meeting. The motion passed and the minutes were approved.
E. SPECIAL PRESENTATION 10:41:43 AM (00:12:12)
Frontage Road (Bozeman to Belgrade) Shared-Use Path – Kelly Pohl, Headwaters Economics
Headwaters Economics completed an analysis on behalf of the Galla10 Alliance for Pathways
related to the benefits of a shared-use path between Belgrade and Bozeman. As part of the
analysis, they assumed a 20 year lifespan for the pathway and that it would run along a 10 mile
stretch between the two cities. The results show benefits of more than $22.8 million and costs at
between $8.9-11.7 million. Benefits of the pathway include: 1) Public Health and Safety; 2)
Economic Benefits; 3) Environmental Sustainability; 4) Quality of Life; 5) Community Planning

F. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES
(Members of the TCC who sit on other related committees, are invited to report on such
activities that are of interest to the full TCC)
1. Transit Committee 10:52:34 AM (00:23:03)

2. Gallatin County (Commission, Planning Board, Road Department) 10:52:36 AM

Levi Ewan, Engineer with the Road and Bridge Department, updated the committee on current projects including: several bridge replacements (Nixon and Meridian); an internal review of the
Transportation Design and Construction Standards Update; participating in the Belgrade Long-
range Transportation Plan; putting together a Capital Improvement Road Project list; and
participating on the Planning Coordinating Committee.
3. City of Bozeman (Commission, Planning Board, Engineering Department)

Craig shared the City’s projects to occur this coming season. Improvements will be made to
Baxter, 7th to 19th, Baxter, 19th to Davis and work will be completed on Baxter, west of the new
Sports Park. The new section of S. 11th between Kagy and Graf will be completed this summer as
well. The City plans to restripe the Oak/7th intersection and is working with the Cannery District to
bring Oak, between the District and Rouse, up to City standards. South Tracy, between Olive and
Harrison, as well as Cottonwood, between Babcock and Durston, will be reconstructed this year
and the City will complete their mill and overlay and chip seal projects.
4. Bicycle Advisory Board 10:57:52 AM (00:28:21)
Linda DuPriest mentioned that the Bozeman Area Bicycle Advisory Board was putting together a
new bike route map and list of bike projects for the City to complete.
5. Pedestrian and Traffic Safety Committee 10:58:57 AM (00:29:26)
Ralph shared that the PTS provided input to City related to the Strategic Plan, which has since
been adopted. They are also providing input on the I-90 speed changes.
6. Montana Department of Transportation 11:00:05 AM (00:30:34)
Jeff Ebert gave an update on projects MDT is currently working on. These projects include Rouse,
between Oak and Story Mill which is expected to be completed at the end of June. They are also
working on a Bozeman-Livingston ADA project that is currently under construction. These projects
include improvements to Main Street from Fowler to 19th, N. 7th from Aspen to Wheat, and N. 19th
from East Valley Center to Beall Street. Other ongoing projects are Belgrade South on Jackrabbit;
guardrail installation on Montana 86; the Huffine/Love Lane signal and the Rouse, Oak to Main
reconstruction which are both in the right-of-way phase; the Love & Baxter roundabout to be
constructed in 2019; the Cottonwood & Stucky roundabout which is going to bid tomorrow;
Bridger Canyon mill/fill; Kagy, S. 19th to Willson design; signal installation at the 19th Avenue off
east bound off ramp. MDT is also holding an upcoming meeting to review the final plan for the
Valley Center Spur Road.

Ralph asked for additional information related to work on Frontage Road (Highway 205) by the
Mountain View Subdivision. According to Jeff Ebert, this is the slope flattening project previously
discussed at TCC.
Ralph also asked about the Valley Center Spur project and what bike improvements would be
made. Jeff wasn’t sure but thought it might be discussed at the upcoming plan review meeting.
Ralph asked if MDT would provide input or suggestions to the Governor about a recent vacancy
on the State Transportation Commission. Jeff Ebert wasn’t aware of the vacancy until today and
wasn’t sure of the answer. Ralph asked that Jeff share with his supervisors that the TCC would be
interested in seeing this position filled by someone from Gallatin County.
Jeff Krauss asked about the intersection to 7th and Griffin. Jeff Ebert believes an upcoming project
to improve this intersection includes turn lanes and improvements to the signal. Jeff Krauss also
asked about the blinking yellow turn arrows and wondered if MDT did any outreach to inform the
public. Jeff Ebert said that outreach was done but it was late.
7. Montana State University 11:18:54 AM (00:49:23)
EJ Hook provided an update that MSU is working on providing discount parking for low emission
vehicles and will provide car pool parking at a discounted rate as well. They will also designate
drop off areas. The Sustainability Advisory Council helped WTI get their Ride Amigo software in
place. WTI is also piloting a van pool. MSU is also submitting a Bike Friendly application in August.
Jeff Krauss asked whether MSU was building new parking lots and the answer is yes, MSU is
building a new lot starting in the upcoming weeks.

Jeff Krauss asked for a follow-up on the signal at Cottonwood & Durston. Craig said that it’s a very
basic light and that we should look at the timing since traffic has increased in the area.
