SUBJECT: Authorize the City Manager to Execute a Professional Services Agreement with the Firm of Design 5 Landscape Architecture for Water Efficient Landscape Designs for City Street Medians.

RECOMMENDATION: Authorize the City Manager to Execute a Professional Services
Agreement with the Firm of Design 5 Landscape Architecture for Water Efficient Landscape Designs for City Street Medians.
BACKGROUND: The adopted FY18-FY22 Water Fund CIP includes project WC01 which allots $45,000 in FY18 for landscape architecture services for city street medians. This project
will provide the city with low-maintenance water efficient landscape designs for city medians.
Designs will be developed with the intent to minimize annual maintenance and outdoor water use through the installation of efficient irrigation and drought tolerant plants. Designs will be utilized by City and made available to developers for utilization in future city median landscape design. This project supports goals outlined in the 2012 Integrated Water Resources Plan and
response measures outlined in the 2017 Drought Management Plan.
A formal procurement action was initiated pursuant to state law and city policy in order to select a qualified landscape architecture firm to create landscape designs for city medians. Upon review of statements of qualifications received in response to the city’s request for proposals, the firm of Design 5 Landscape Architecture was selected as most qualified.
The attached task order based professional services agreement (PSA) is the appropriate contracting vehicle for this project. This form of PSA requires negotiation of individual task orders prior to conducting work on specific median projects that arise over the term of the contract. The initial contract term expires June 30, 2019 but may be extended upon mutual
agreement of the parties for an additional fiscal year. In no case, however, will the contract
extend beyond June 30, 2021.

FISCAL EFFECTS: The adopted FY18-FY22 Water Fund CIP provides $45,000 in FY18 to
fund landscape architecture services for city medians. ALTERNATIVES: As suggested by the Commission.
